Hundreds of abandoned RVs line city streets, many occupied by people who were homeless. City residents demanded action from City Hall - and it looks like some things are in motion.
Why are we blaming the council person? Blame the people. They keep voting Democrat, over and over and over again. Screw them, they deserve to live in the craphole of their own design. They will never wake up and will never change, and blue cities will continue to degrade year after year.
Government can quickly fix this by REDUCING PROPERTY TAXES. It's never mentioned that part of rising housing costs is the insane property taxes that gov't demands. But they won't reduce it.

My angst with this whole mess is that we have given our tax dollars time and time again to help the homeless and nothing gets done with the money. When my gf broke up with me last summer I fell into some dark times. I didn't think I would make it. And then someone found me. A beautiful young woman who took me into her RV and let me stay with her for a few months. She had been homeless on the street but she managed to save until she could afford the RV. She moves all the time because people are mean to her. She never leaves trash behind but unfortunately other RV livers have molded a reputation for everyone. Anyways, I just wanted to make it clear that there are some amazing people staying in RVs. I think a really great idea would be to allow some place for them to go. I believe the sheer fact that there isn't a spot for them already is proof that our society has lost all compassion and that is really sad.
Nobody, yeah most people are snobby and want people to just sleep out in the cold and elements while they sit in their comfortable homes crying about it. Ah let em have their way, God will deal with them, their final residence in the next life won't be a bit comfortable, but atleast they won't ever be cold.... I live in a bus conversion, by choice to save money to buy land outright. IF the town keeps up with being hard on the homeless, I hope it costs the tax payers millions to dispose of those RVs, they aren't worth the scrap when you take into the account of all the foam and waste to dispose of them. I know the cost, I've scrapped out RVs and it's not worth considering ever doing it again.
I'm a retired trucker now but we have been fighting for parking and the RV community is fighting as well the city can put in parking places charge a small fee and everyone makes out if people break the rules they get a ticket and asked to leave.
Great job Portland, you've learned that providing all the free services to protect the homeless brought you nothing but pain. If you build it ,they will come!

Joanie... you hit the nail on the head. Less than 1/3 of the "homeless" in cities like Seattle and Portland are down on their luck and just need a hand up and they are back on their feet. Within that 1/3, there is a bit of mental health that comes into play. These are stats from the share/wheel gang in seattle that help homeless. The rest are of the politically incorrect term.. "bums." They don't want jobs and rent apartments unless that job is 1 hour a day and the rent is $50 a month. They would rather live a complete responsibility free life and sleep in tents. It won't make sense to you or me... but it's their mindset. To your point, if the cities "got real" it would mean THEY would have to get tough on a huge percentage of the homeless in their town. Something they have been uncomfortable to do in the past. They would have to admit some just don't want to work and just want handouts. THAT alone makes it hard to justify expanding their socialist style safety net.
Moved to Portland in 2011. Was enamored with Portland’s bumper-sticker philosophy of KEEP PORTLAND WEIRD. Had forest at Powell Butte as my back yard. Sat on my back porch swing and breathed clean air under the canopy of trees, and sat in awe looking at the majesty of Mt. Hood, wanting to stay in this paradise for the rest of my life. It wasn’t to be, and I left in 2015. Cried till I hit Ashland. I’m so grateful to have had the opportunity to live in and amongst such majestic beauty, and got out just in time to miss the downtown insanity, and realization that my neighbors would participate in such ugliness. My cousin lost his job and was forced to live out of his rv soon after. Police impounded it, and once they towed it away asked him if he had anywhere to go, upon him answering no, they arrested him for vagrancy. #america.
RV's that have people living in them are NOT abandoned. People have to live somewhere. If you don't like the RVs, find them better housing. These poor souls are HUMAN BEINGS.

actually they have tried to address the problem but so many obstacles stand in the way, heavy regulationson property ownership, high taxes on workers (payroll taxes for example)and property taxes etc, and local building and housing codes, the problem lies on both sides when yur offered help or a job to get off the street but refuse because your make more money begging then actually working, when you trash a place when your given a nice place to put your tent or park your rv or living out your car etc, when you are disresepctful to the property of others when you steal peoples stuff (not all homless do this I am aware) when you use free camping sites and trash them and many do, then you have what you have. both sides have plenty of blame. then of course the job situation is bad too, but many people make bad decisions to and suffer for it. I mean the list is endless of why this problem is such a problem to solve. but just because someone is homeless doesn't mean they cant appreciate the help they are given or cant make good decisions when oppertunity is there to get off the streets. or cant be clean shelters allow you food a bath and clothes and if your making money begging you could buy a used bike (well this would be one of my goals anyway If homeless and broke) buy clothes at a thrift store I mean I see people begging all the time around here and they are smoking have cell phones andclaim to be homeless. somehow I doubt it i imagine they are in a welfare housing somewhere making lots of money off the people hence abusing peoples compassion and hurting other truly homeless in the long run when people get tired of being fooled.

None of the crap rv's shown parked on the roadside are even road worthy. These are not homes, they are stripped abandoned junk RV's that should be towed and crushed. I'm pretty sure it is one and the same issue all over the place, just the state of deterioration is slightly different depending on the particular scrapheap.
Trust me if the rv is registered and insured and not an abandoned pos. it will get a ticket and towed. For money. Only crap is left on the street. In colorado if you have a nice new car and it breaks down its impounded with in hours. if it's a bomber it sits a week before it impounded
@dm8867 - I was thinking the same thing. How many parking tickets are issued in downtown Portland to people whose meters expired ten minutes earlier? Funny how the authorities are so vigilant about that, but not some stripped RV sitting on a street for months.
There are many deals out there if you look hard enough. 2020, I found a great deal for only $40,062. A .64 acres of land with 29 trees a driveway that can park 7 cars. 2 car garage that's only 8 years old and a 1984 2 bedroom modular home with 1,092 square feet of living space. Out of no where with no neighbors. Small town about 5 miles away and a bigger town just 10 miles away. Perfect to living in to be closer to my elderly parents home which is only 30 minutes away. I payed it all in cash at the ripe age of 56 at the time, I just turn 57 a month ago. My first ownership, been renting all my life before hand. But the reason for that, I travel from state to state, city to city. To fill up my bucket list before I die. And I actually finish that bucket list last year. So I added one more and will be doing that in about 3 years from now. Life been good to me and to my parents.

With today's cost of living expenses. Average rent for a home in the U S 800- 1,500$ a month for rent depending where you live. And many times that can only get you a one bedroom apartment. Mortgage rates are expensive. If was living in the U S I would gotten me a R V for myself to live in .

I hear you can't park your RVs in a lot of places. But I don't hear of any place where you can put them at. Especially if you have no money. The city creates this problem. Because they don't have jobs for these people. Why don't they get jobs and give them a place to put their RV so they can live. Rent at $ 1500 a month or $900 a month no one can afford those when you lose your job. You can't do that and feed your family too. So why don't they help them. Do you have a building code to go by.. note the normal building code is not valid for a RV. RV falls under the Vehicle code and RV's tend to have a lot of exceptions (kinda like older cars)

Wow, after reading about the rent there Portland, OR, on high rent......so I did a little research and call and looked a few places...lol and they seem to be hiding that very fact of high rent by putting a low price. Then I called and they were nice until I ask about if the rent changes. And basically was told its depends on the person. So I ask how high and do it go up for a 3bedroom that starts at $1670 mo. Is it $5000mo. ;I got no straight response. I know quite a bit about real estate there's something wrong going on. But we have been worn years ago. It seems Americans is hard of hearing. Lol only gaining money, how gay they can be and how many "blacks" they can kill. Feel sorry for "The Great America". Very sad, Japanese has the right idea, buy every thing but never live here. I lived in Portland in the 80's when it was named the most liveable City. Now look at it. It's sad. All those poor people living in the RV's have to live somewhere.
WAKE UP AMERICA!!!!Something needs to be done to help the homeless people of our country. Many of them have an income, are NOT on drugs, and still can not afford to survive in a real home. Actually a lot of people were housed, working, raising their families just fine. Then rent skyrocketed, landlords gave no cause eviction notices out so they could fix up the places and charge more or they hiked up the rent $400 and families couldn't afford it. And the selling Children to old men comment is disgusting, I can't believe the things that people think.

Do a little research on what the homeless veterans have for support. You'll quickly find that a lot of those guys out there with the cardboard signs saying they're homeless vets are lying through their Sharpie markers. I know of one guy that's had a permanent post on a street corner in South Portland, lead onto a ramp that goes North on I-205. Hell, he even brings a chair so he can sit down and panhandle. Do you really think he's a homeless vet?? Why hasn't he contacted the VA and asked for assistance? Every time you drive by there he's smoking a cigarette.. Sounds like an unnecessary expense if you ask me. One pack of smokes would feed you a meal, two packs would put you in a restaurant.. I'm a Vet, spent 20 years serving my country.. So getting rid of those RVs would put homeless people on the streets? Maybe the human side of things should be considered. Homeless people are still people. They need a place to stay and lay their head. Especially when it's -20 outside.
Maybe if cities would provide a place outskirts of the city what have you a place for people to go when necessary to live in a RV tent what have you someplace safe someplace secure that they can go get work a shower a communal hot meals now I'm not saying doing it for free you would have some form of rent such as trash pickup will you pick up so much trash you get your rent noxious weeds dog poop cleanup but you give them an opportunity to work to live there if they refuse to work the live there by all means move them on but give them the opportunity and most of us homeless will surprise you I hate to say it we do have some bad apples among us but so does society

I put family (Kid) first, relationship and then my business (14 years now) well, bad decision. Neglected friends (no time) Kid is grown (own life now) 13 year relationship done. Now I'm 50 and alone and in less than a month will be losing house. I have great truck/cars/tools/business. But no home or place to park anything and this happened basically in a day (rug bein pulled out) Kid is contact to landlord (his second family) and during inspection we are red tagged cause mold and landlord knew and and and. Anyway, my point. You think your doin the right thing your told you're doin the right thing. Then..... 50 and homeless. Have no referrals nor could I make a commitment of high rent (norcal). So truck and accord and Ill try and comeback, but ya. Younger me no prob, 50 me, different. Not one to give up, but who the fuck looks forward to living in a gmc suburban, even for a month. Just another story.

I am it. Even my Dog passed a few months back. Thank you for the kind words. Day by day is how I'm rollin right now. The last so called friend (28 years) had failed me on driveway cause wife. I can understand but I would've never have done it to him, so needless to say, he's not a bud anymore. In the end we are our choices, I'll deal with it somehow.
Fyi, story of course goes way deeper, too much to type, just wanted to give bullet notes. Rather than spend what savings I have and renting, I am depressed and am worried that Ill just stay in bed. And I'll be broke eventually and in same boat again. So this might be something I need, who knows. Business is barely alive anymore, made 2500 last month for 5 days work. So I am keeping most tools exceot big boy lasders and Honda Accord will carry tools while I tow it (bumper styke) behind my gmc burb. So either they will help in bouncing back or they will sell and pay for food and gas. Insurance and tags are paid till Feb of next year. Yay huh?
It sounds you are being strong and pushing through. Depression is just a name and it has to bow to the name of Jesus. What you are going through right now, is just another part of your story being written, and it can and will be used to help others, and is being written to make you a stronger person than you already are. Believe it or not, here in Los Angeles, we had a bunch of RVs parking under an overpass here in my neighborhood, and when we called the city to take care of it, they did. Good luck sane residents of Portland...
For some odd reason, good hard working people/ families are becoming homeless. Some of it is wages, most of it is the cost of housing. The market is overpriced and really looking forward to this bubble to pop. I've been lucky enough to be able to help some, not as much as I would like though.
CPR-Dad: It's usually theirs, although I've heard of someone buying them cheap and renting then out. Instead of using their last bit of money to pay rent and then becoming homeless they buy used RVs so they at least have something to live in.

It is the same thing in western wa I like in Kitsap county and people are flooding in from Seattle because the price of living is so high there but that has pushed out everyone that can't afford 1500 on average for rent here as well plus the new thing about renting is u have to have perfect credit and make 3 times the rent per person on the lease so my math tells me that is 3 to 4 grand a month they expect everyone to be making a month per person tell me where those jobs are and I will apply other than that if you have land in Kitsap county u probably have a rv or trailer in ur yard if not more than one just saying it is sad people born and raised on the west coast are being pushed out cause of living costs

I am thankful for the Money I receive, I've said it, but assholes won't even rent to me. They don't like it when I say I am on Disability. Homeless people are a major problem, but everyone wants them to go away. All you need to do is get them jobs, to replace the ones they've been discarded from. People are entitled to live. So what do you expect them to do? Conveniently die when they're out of work?
Hey, for perspective, I suggest you watch youtube videos from a guy called Invisible People. He goes around and interviews homeless people in LA. Most of the people he interviews really don't look employable to me due to emotional issues or substance abuse. I'm unsure what jobs they could maintain. Complicated issue for sure.

I get being mad about all the ones that are stripped but shit some of those people are just trying to survive. Not everyone that doesn't live in a fixed location is on drugs and up to no good. I’ve said it before and I’ll say it again. First of all if a person lives in his RV full time. That is his home. Full time RVing is a lifestyle. If that person is maintaining their RV and it’s clean, properly registered and insured then that person has every right to enjoy his property. Taxes are paid to use public roads when the tags on that RV are maintained. Cities that outlaw RV parking are wrong. ( now if the RV is trashed not properly maintained then I can see the cities regulations. But for those of us that spend thousand of dollars on our rigs, if we chose to live in it, it’s our right as an American citizen. The Pursuit of happiness. Full time RVers are not homeless. That is their home. That’s where they choose to live. On the road. I wish that full time RVers ars not considered homeless. Gosh , some of those rigs cost more than a condo. And just as elegant. Not everyone is homeless and poor because they choose to dwell in their motorhome. That’s their space to enjoy. If it becomes a Nuisance because it’s abandoned or in I’ll repair or trashed. That’s another story. But leave us good RVers alone. We pay taxes too!
Backcountry 164 Some cities or areas are not suitable for parking a motor home, but this is a big country and there are a lot of places to park an RV. Years ago I owned an RV and had no problems parking it anyplace. The problem I did encounter was when other motor homes would show up at the same location and some people are not clean and some don’t respect their neighbors. That’s the problem. But for RVers that are respectful of the areas they are in and basically keep a low profile. There is usually no problem. Most times I was able to find a private property that I had permission to be on. In times where I was in a city I would never park in the same place more than 8 hours. Then I would move on. Out of sight , out of mind. When RVers throw trash around them, or set up a Permanent residence in a public street that’s when the problems begin. I can understand why cities make their parking rules. But to totally band them is wrong. The RV industry is a billion dollar industry and new RVs are build everyday. The American public are buying them. So Cities should be more tolerate of them. RVs are here to stay.

"No room to store the RV's". They expect me to believe ALL the dumps and landfills are full? That or recyclers don't exist in that area. That is where you "store" or take those kind of things. If you fail to properly address any problem or issue, it continues until you do. Whether it's your place to address it or the local powers that be.
A RV is a home. Retired people live in them for months at a time. Those living in RVs aren't "homeless." Someone is only homeless if they don't have any way to get out of the weather. Perhaps Portland should create an inexpensive RV camp with a few amenities such as showers and toilets. It'd end parking on the streets and deal with the fact that the city has become too expensive for many.

I fell into hard times for a while when in California. I lived in a VW camper. I did not like parking on city streets. I found other places to park, hidden, mostly away from the public eye. As for the so called compassionate democrats. The cities, towns, or areas that were known to be predominantly democrat were the worst places to be. When looking for welfare services (I only applied for food stamps) the people working at the liberal bastions treated their customers with the least respect and with great animosity and hostility. If you did not apply for food stamps at the first of the month, you did not get any and were told to come back at the beginning of next month to pick up food stamps. Park overnight in some of those areas and the police would show up asking me to move on down the road or be ticketed or towed for violating some ordinance. Contrary to the so called compassionate democrat claims, I found that conservative areas gave the greatest assistance and personal respect when interacting with them. They would offer work for pay and even provide food and drink when I accepted their offer of small jobs. I was allowed to stay on private property sometimes, while working several days of temporary jobs. A couple of times police asked if I needed a place to park my VW and directed me to places I could stay a couple of days, if, I did not trash the area. When I applied for food stamps in the conservative areas, they gave me a months issue of them, regardless of what day of the month I applied. I am glad those days decades ago are long gone. I am in a much better situation now.

How can these people be homeless if they have a structure all be it a non permanent structure to live in but still a structure And as for the parking issues of being on a public street if its not obstructing or indangering or impeding the flow of traffic Than its really hardly notable and barely registers as news. Peaceful people trying to do the best they can shouldn't deal with undue hurrasment, where do you expect theses people to go??? This just sounds like a public barratment piece and the only few note worthy things described here is how the housing crises has destroyed the social climate of the city. I have nothing to say about abandoned R.V.s if the city did there jobs this wouldn't make the news. Abandoned vehicles hardly counts as news on any level. Just tow the abandoned ones and pray and offer help to the people who have been forced into instability. If someone is established somewhere, they have a much better chance of getting a job, then in somewhere where they don't know anyone. There's this thing called competition that kind of rules out a lot of people. Even if someone has skills in Portland, employers don't necessarily assume those skills are going to transfer to a suburb or rural community. I have moved around enough times to know. If a person is going to move somewhere else, they pretty much have to be willing to take just about anything. They may not want to make the investment on that risk if they can get a shit job at home. This rule of thumb even applies to me, and I have my Bachelor's degree.
Oh well ..if you want to not have the homeless there pitch in and build some affordable housing . Here in Utah they are building low income housing everywhere you look . The homeless need somewhere to rest at night . Dont be so heartless.
RVs in many urban locations cannot be parked on the street for more than a few days. Cities often restrict RV parks within city limits to allow stays longer than several days ... thus no long term RV residents. Even mobile home parks can be driven out. That's democracy for ya. The majority decides the rights of minorities, or if they shall have any rights at all. A republic can protect the rights of all people when it is established with a proper constitutional framework to do so.
C W I live in the British equivalent of an RV (a caravan) from time to time while working far from home. The rules here state you can park one on private land with permission from the landowner for up to 28 days before you have to move it - otherwise it is deemed a permanent structure requiring planning permission. However, there is no rule preventing you from moving it to an adjacent field for one night, then going back to the first location for another 28 days(!) No rules to stop you from parking it on a public road either provided you don't break any normal parking rules.
I'm sure there are city owned properties in Portland which could easily be made available for parking RVs. The problem is the city could not afford to accept liability for officially allowing these folks to stay in sanctioned areas. As for the abandoned RVs it should be relatively easy to put a program in place to tow them to a recycling yard. Would be costly but could surely be absorbed in the city budget.
The executive branch doesn't and shouldn't decide on which laws, that the legislative branch enacted, to enforce. That is tyranny. Tyranny on all, especially the people who must to adjust their lives because of the lack of enforcing the laws.
The legislative branch does not always put full thought into the laws, so the executive branch has to figure out _how_ to enforce them. In this case, you can not tow a vehicle with people in it, there are laws against that. So that means in order to tow these vehicles first you have to get the people out of them, which means sending police out in addition to the tow crew. That is more resources and risk. Then you need to figure out what to do with the people, which again the laws just sorta pass the buck on. The legislative branch asks for the moon and the stars, then gets pissy when the executive branch slams into the reality of making these voter friendly rules pragmatically work.
I had to evict someone living in an RV on property I bought in Bend, Or. They were using the address and the police/ da's office made me go through a court eviction process. I was told it was considered a residence by the Federal Gov. code. Was it because they used the address and had power connected in their name? I didn't investigate but it took me 2 1/2 months to get them out. They had been squatting there for more than two years.

The real story here is how many recycling places no longer accept recreational vehicles...for a variety of reasons. There is often nowhere to dispose of the average RV which by the way is is very poorly built. It should be free to take an old RV to the junk yard. At this point in time it is not.
