Unfortunately, not "lunatics" and not popping up anywhere. Just people who are a part of the current culture in the US. This person may or may not be a known criminal, may or may not surprise his family that he would do such a thing, may or may not be the guy you just passed on the sidewalk who looked and acted completely normal. Crimes like this are almost completely normalized now. Not a day goes by without another news report of the same thing happening in another city.
You should always be hyper-aware at ATMs, not saying that would've made a difference in this case but it's definitely important. Dont be on your phones and keep ear buds out!

I've never considered ATM's safe. My son and a friend, several years ago went to the drive thru ATM. My son noticed 2 guys in a truck close by and made a decision and didn't take out any money and drove off very quickly. My son said it was scary. I go inside to get cash
I think these are the drugs prescribed by the same who sixty years ago recommended Lucky Strikes for their full unfiltered tobacco flavour. He did not take the money, so he is probably not doing street drugs.

The scary part is that the state doesnt want people to defend themselves. If they do arrest him, he will be released without a bond to do it again to some other helpless female.

Well this poor woman _is_ expected to survive and _fully_ recover (at least physically) after being stabbed three times. What do you think her chances of survival would have been if she had been SHOT three times at that close range...so there's that.
