Professor Reich comes to Google to discuss the impact of automation & artificial intelligence on our economy. He also provides a recommendation on how we can ensure future technologies benefit the entire economy, not just those at the top.
Robert Reich is the Chancellor's Professor of Public Policy at the University of California, Berkeley and Senior Fellow at the Blum Center for Developing Economies. He served as Secretary of Labor in the Clinton administration, for which Time Magazine named him one of the ten most effective cabinet secretaries of the twentieth century. He is also a founding editor of the American Prospect magazine, chairman of Common Cause, a member of the American Academy of Arts and Sciences, co-founder of the nonprofit Inequality Media, and co-creator of the award-winning documentary, Inequality for All.

Work isn't what gives us meaning. Productivity is what gives us meaning..... a slight difference, but a difference never the less. With a UBI people will just have more freedom to determine what productivity is.

He was the one who caused this by opening our borders and oversupplying the labor force with millions of cheap foreign workers. We've fallen this far because of his policies. Oversupply something, the price plummets - that includes wages.

Excellent point about Minimum Guaranteed Income. Yes, they have to be administered through technology, with public libraries ready to help people master how to use the technology. ... When the baby boomers were young college was cheap or free. Rent was manageable. Buying a house was far more affordable.

I think the missing part of this puzzle is the ability to create more jobs which automation is taking away. we need to propose 30 hours work for 40 hours pay. it would impact profits but create more jobs. it would impact the money going to the 1%.

I do not think that amount of paid work (30 hrs) will b created. 2 things here. Job creation and basic survival. Ubi takes care of the basics. Job creation will take some time. I agree witbh you in principle. If there are 100 living wage jobs and 200 people looking for living wage jobs then the jobs could be split and the pay doubled to create 200 living wage jobs. Estimates are that we will lose 50% jobs. I thi k it will be more.

A lot of repetitious questions at first (up to about 28 min.)which leads me to believe some people are not paying very close attention. Professor Reich has just proposed a solution to a real need in our country. I am waiting with baited breath to hear remarks from the group that relates more directly to the professor's challenge. One issue about UBI is how to pay for it.

The problem in itself is the anti trust laws are non existent.. Companies are monopolizing on a massive scale which is hurting this country. Once you strengthen the antitrust laws and you break up the monopolization of these huge companies then you’ll see the change

Bring the bottom most denominator to the highest denominator. Find ways of adding value to the lowest class of workers and that involves better opportunities to better themselves. This is where most of Europe has us badly beaten. Invest in your people when they are unemployed to keep that tax base from shrinking and taxing individuals to the point they have no disposable income to enjoy life with. This works in countries that already have the highest income taxes on the planet like most Scandinavian countries. When recessions strike, the Scandinavian countries weathered the worst while others were suffering and their economies were firing on all cylinders at all levels.

As many critics have pointed out, the Scandinavian countries have a number of advantages such as small size, homoenous populations, a solid energy base etc. But I don't take that as criticisms - I see Scandinavia as a microcosm of what is possible that just needs to be scaled up. I don't see any fundamental obstacles that could prevent us from becoming like them.

He runs his own channel called robert reich (should be easy enough to find but I'm on mobile). He's given most of his support to Bernie and warren (I believe he and warren are personal friends and worked together as university professors but I could be mistaken). I'm not sure if he changed his views, likes UBI but not as proposed by Yang, thinks UBI will be necessary in the future but not yet, or if he just thinks Bernie and Warren have better policies overall. I think UBI is a good idea but difficult to implement, though it will be needed eventually. The basic idea is a great response to automation and, since automation could effectively mean the end of the vast majority of jobs of all types (but particularly unskilled labor), is going to be necessary in the next few decades. The problem is that UBI, even if funded exclusively by rich or corporations, would be fairly easy for corporations and the rich to effectively undo. All that corporations or the rich would need to do is increase their prices, particularly on vital products and services (such as home and auto prices, auto insurance, utilities, and other essentials), to put the money in their pockets. It may redirect the money from one industry to another but, without price controls and other efforts to make sure it's meaningfully implemented, it wouldn't be difficult for UBI to be coopted into just going to specific corporations rather than the average person it was meant for. Also, conservatives could, and I believe already have begun to, make the argument that any and all forms of welfare are unnecessary with UBI and that just isn't true (certainly not without full Medicare for all at the very least). Maybe Reich heard similar arguments to mine and agreed with them? I can't say but he's barely spoken on Yang from my experience.

I'd much prefer a universal job guarantee to universal basic income. Universally available gainful employment doing useful work in local communities at a living wage and benefits would end involuntary unemployment, reduce public assistance programs, slash the poverty rate, expand healthcare, reduce prison recidivism, and stimulate the economy at it base. It would replace the minimum wage and supply private sector employers with a large pool of able and working labor from which to recruit during economic expansions, while eliminating involuntary unemployment during slow-downs. A countar-cyclical measure to maintain full employment.

Edward Siegel unfortunately there is no such thing as job guarantee. Technology is guaranteed to advance to a point where every job is automated and scarcity is no longer an issue. Scarcity is the undisputed, primary economic driver.

There is plenty for humans to do in the human dimension to enhance society and quality of life. It only take a little imagination. Also, since production is in the hands of capitalists, not government, what is the incentive for capitalists to bring us a post scarcity world? As you say, "Scarcity is the undisputed, primary economic driver." And profit is the undisputed, primary economic motivator.

Matching economy & political system in rapidly changing Tech landscape is beyond passive learners. To maintain a "Balanced Market" as jobs disappear government made laws to get children out of the job force( they work for candy), we sent them through 3rd grade. Then 6th grade until they were required to go thru 12th grade. Using education as a way to reduce the worker pool seems to make sense after all the Tech economy needs advanced skill sets. So Required Free Trade/College for 2 to 4yrs, "Drop out"---> go do manual labor that automation hasn't displaced. Also, citizens would become life learners, and Tech has proved Free MOOC's to be on the Bleeding edge of training. A political system that taxes the workers and minimizes the taxes on the Corps that own the means of production/services makes little sense in the Future. Once we fix the monetary policies we can eventually reach the Universal Basic Income, to bridge the potential jobless society. IF we look to our solar system as our future workspace? Let's try not to bring our Primitave Caveman violence.

In my 5A high school (3000+ kids), I ranked #1 in math. As a freshman, I finished my Geometry textbook in a week, before the school year began, and since "testing out" wasn't a thing then, my teacher let me out of attending class as long as I tutored other students (ALL male students btw). As a senior, I ranked 6th in the state in Algebra. NOT A SINGLE PARENT, TEACHER, OR COUNSELOR EVER MENTIONED COLLEGE TO ME or even brought up the topic of what I would do with my natural talent. I am currently a photographer and happy with my life. But, looking back, it enrages me that I was so let down by those around me, simply because I was female. We had male students who went to The Airforce Academy, NYU, & many other prestigious schools. These young men were being ADVISED. They were being molded, pushed & encouraged. I was not engaged by a single adult at any time. Period. SHAMEFUL.

Would you accept encouragement from a retired mechanical engineer? I remember my first high school math classes having about a third of girls, then dwindling in female representation as the classes advanced. There's been a social stigma about women in STEM, which is an anachronism & throwback to the past. Some of the best math students I noted were girls, but they withered away as they approached graduation. Yup, it is SHAMEFUL! As a father, I encouraged my son & daughter to follow their interests as individuals regardless of what others thought. Seeing them now as adults, I know they held true to that idea. My daughter has a maths degree, a microbiology degree, and a career as a consultant who make a half-million bucks per year! More important; she's happy! As an engineer who worked with dozens of other engineers & nearly as many scientists, I can assure you that those professions contain too few women, especially in engineering. The talent I saw in high school is not reflected in the adult workforce. I'm sure that many of my colleagues would prefer more women in STEM professions! Going against the flow is only a temporary condition. The few female engineers & scientists I worked with were well-accepted as peers. You mention that you're happy with your life as a photographer. A large part of my early career was so dominated by photography that I could have been considered a professional photographer. You likely noticed that photography has a distinctly mathematical nature. My own interest led me to understanding the optics involved from the standpoints of geometry, algebra & radiometry; my studies along those lines led me into doing opto-mechanical designs in my work as an engineer. Mathematics comes alive when a person applies it! Your early excellence in math likely means it's very interesting to you, so I'd advise you to study your cameras, optics & imaging very closely from a mathematical standpoint; this can lead you into re-evaluating where you might go from where you are now. Education is what the student does, much more than what the teachers, counselors or peers do. You can go to college and/or study on your own because you are ultimately your own teacher if you're curious & exploratory. The Internet is a fantastic tool for researching what you're interested in, so just start digging around about cameras & various forms of optics & imaging using a good search-engine. You might just re-ignite a passion for math as you learn about those very deep subjects through how mathematics is applied! Expect your career to be an experience of growth without stigma, whether from others or yourself. You have the opportunity to use your present career as a stepping-stone to becoming an excellent photographer or something where your innate talent in mathematics gets a good work-out! It's up to you to set yourself free. For what it's worth, professions in optics or that use some optics are in high & growing demand in tech industries. As an engineer, my optics experience was a huge plus on my resume'. Photography was my gateway.

Brandin Shaeffer II could not be in more agreement with you. Perhaps your life would be different, maybe better, maybe not. No one can really be sure. I had no formal counseling sessions in high school. I went on to college because I couldn’t think of anything else to do at that time, plus I had a good amount of trepidation about my place in the world. So I went to university and majored in theatre then changed to English lit. I filled in my time with science courses and then pre-med. I went on to medical school finishing out as a neurologist, I practiced in this field for 25 years before becoming disabled due to Parkinson’s disease (oh, the irony)). Now I’m trying to do photography because it is something I learned in high school and I’ve always enjoyed. So who knows, I followed my path, the one I chose. If it was technological displacement, why did 50,000 US industries move to China in last 15years? If it was just technology, the industries would have stayed here. Technology must be for the betterment of all citizens, not just for profit.

as much as i admire prof. reich for explaining "how to be one of the good guys" in this century, which shapes up to be the end of humanity- i'm afraid he's missing something in this context: science and technology in their practical applications, are the result of decision-making, and decisions are the result of ethics. scientists depend on research budgets and salaries. some of them may be able to question the ethical value of the projects that they're paid to work on- but what is quite evident is that currently the scientific community is so enthusiastic about AI and automation that the very same problems that prof. reich are ignored by them. as governments gradually empower corporations to replace government as we know it- a problem that prof. reich is familiar with- nobody should take foregranted that people's universal right to exist and basic human rights will be exempt from the narrow utilitarian interpretation of the corporate elite, for whom science is simply a better toolbox for the creation of profit. machines have no rights. the intelligence of a machine is determined by those who create it. humans who can't support themselves are an expense for the corporation without a return for the corporation. once AI will replace humans, humans will be gassed. no "minimum wage". no education, no personal happines. nothing but death.

People can find MEANING in taking walks or hikes, or helping the elderly or their families or volunteering places, or doing art or dancing or making music or gardening.... There is a philosophy called Bad Faith; when we leave our life choices in the hands of others... google it. But finding meaning for your life through a job is a type of Bad Faith. Find meaning for yourself through your own projects and art in a basic income world. Trust me, the people working in fast food and most restaurants do not find their lives meaning there.

So... we pay people for doing social work. What about paying them to learn? The more they are proved to know the more they get. How many people would suddenly arise as extremely skilled if you paid them a premium in their consumer incomes ? That would suit the corporates in two ways , greater custom base and ready made hirable populace where they need to hire as robots and automation will be doing most of the actual work, even creative work. Isn't part of the problem who will be profiting, and by how much? Surely the educated populace should get more of the profits by one means or another as at the end of the day you really only have currency value.

I always see AI and job automation as a godsend. Because it would free humanity from tedious repetitive boring meaningless back breaking drudgery. Capitalism and an automated society based on abundance, efficiency, and sustainability don’t go well together. And people also have to take into account the existing market will no longer demand and value human work. Automation will overwhelmingly replace more human jobs than it creates.

All very well to create an income that just pays for food, electric and just enough to keep one alive will not provide the work that they are needing where you restrict the income to the level where they cannot even spend to their local economy. The point is there will not be the real jobs available, however the government is currently paying the corporates to supply jobs that they do not need and even guaranteeing the profits to the companies despite the fact that they just employ and integrate greater profit-making AI algo's and automation putting persons out of work because robots and AI do it better. The corporate is a profit vehicle, not for you the conduit consumer, but for themselves as a going concern, usually supplemented with public money and completely dependant on sales unless the government supports them which is basically cutting us out We must write to government demanding discussion with politicians to demand that there are decent consumer incomes because the corporate does depend on the consumer unless the politicians vie with them to cut away their participation simply by paying them directly the public money they are not getting from the support that would otherwise come from the customer who is you and me - the conduit consumer. We are in deep doo-doo where our politicians refuse to provide decent consumer incomes to us all. What about decent wages for those who prefer to study life long as extra payments above that of the survival only income for displaced workers. We must pay people to better themselves whether that be for better child-raising techniques, looking after older people or contributing to the local environment, there are a number of extra payments that could be above the standard survival income paid or effort and to enable local spending.

Uncouple SSI and SSDI and then we’ll explain how hard it is to live on an inadequate basic income. People often stay in bad-deal work situations for the health care. Make that part universal. And portable. When that happens we’ll be able to live on a universal basic income.

Yes, Silicon Valley and the rest of the tech giants have so far missed opportunities to enable community participation, but have instead focused most resources on profit, tech advances, and the latest inevitable fun of VR/AR/AI. What tech (including the mathematicians and theorists) could be working on: 1) Prove which systems work best and worst together, including governmental structures, voting systems, and economic systems, including redefining money, wealth, and labor - argue any level of taxation, government, and income inequality and each person will have to answer the simple question, do you deserve as much money as possible for your labor? Hopefully you notice that this encompasses both the most abstract theoretical as well as the most practical understanding that each of us faces. Democracy depends on the latter. 2) Voting via the internet using blockchain. How relevant are representatives (politicians) if votes could be cast whether by mail, in person, or the internet? As anyone that values data knows the data of what the citizens' value is almost entirely unknown. If we can bank online, we can vote online. 3) Fake news, misinformation, scattered resources, a mass of information disorganized. What can tech giants do to ensure that relevant facts are made instantly available, create and sustain a culture of journalism so all articles contain links to sources, instant fact-checking for political debates or any other webpage presenting any facts whatsoever. The internet as it is is both a dream for researchers and a nightmare of disorganization. 4) Political campaigns and debates should NEVER be funded privately, but the government is slow to innovate. So, create a platform FOR the government to use and then take over. Make a platform that alone will be for campaigns and debates. No commercials. Like C-Span, but for the internet. Find every vote, every bill, every relevant quote on a bill, sources, articles, etc. Imagine voting by issues only and only afterward discovering which candidates represent those issues. In other words, stop playing within the system and imagine beyond it, yet practically, that is, immediate practicability.

+William Peterson the internet is used as "confirmation bias" after someone make a decision as to what is true. the vast majority of people are not intelligent enough to look at the raw data and make a decision about what is true it has to be interpreted and spoon fed to their emotional leanings. the internet does this very effectively.

Bernie spent 29 years in the Senate on his own as a loaner and didn't build -- or contribute -- into a party which he could rely on in the legislature. The presidency isn't a monarchy -- without a legislature which actually writes the laws, nothing gets done. In 29 years Bernie saw only TWO of his sponsored (not counting co-sponsored where we only lent his name) bills become law. TWO. Hillary in her 8 years saw THREE of her bills become law. He's all rhetoric, no action.
