Hello, I'm French and I read some of the comments about the music 'My Country,' Tis of Thee '. This music is French !! the current English anthem is of French origin, it was made for king louis fourteen to celebrate his healing by the superintendent of royal music jean-baptiste lully for the music and with words of madam de brinon "great god save the king "who served as the basis for the current" god save the queen "English. This music is still the basis of the national anthem of several countries and has been that of countries that have disappeared or changed anthem, which is the case of the United States of America that replaced 'My Country,' Tis of Thee 'in 1931 by "The Star-Spangled Banner"
Everyone steals everyone's music. Star Spangled banner takes its music from To Anacreon in Heaven. The tune from GSTQ is used in The Royal Anthem of Norway, the national anthem of Liechtenstein, My Country Tis of Thee, Heil Dir im Siegerkranz, and various other songs. The only Original National anthem is the former Hail, Columbia

What you're referring to, which occurs at the 0:09 mark, are known as "Ruffles and Flourishes." The ruffles are the rolling drums and the flourishes are the two-note bugle call. Also, for the information of you and others who view this, the number of Ruffles and Flourishes depends on the rank or position of the person to whom honors are being rendered. For example, the president of the United States would receive four ruffles and flourishes, followed, of course, by "Hail to the Chief."
For the convenience and information of you and others who view this, there are actually words for "Hail to the Chief and they are as follows: Hail to the chief we have chosen for the nation! Hail to the chief, we salute him one and all! Hail to the chief as we pledge cooperation in proud fulfillment of a great, noble call. Yours is the aim to make this grand country grander. This you will do, that's our strong, firm belief. Hail to the one we've selected as commander! Hail to the president! Hail to the chief!
Boy lots to unpack here. He basically had no choice to raise taxes, he had a Democrat congress all 4 years he was president. He negotiated a tax package with the Democrats and they agreed. Taxes wouldn't get raised on the middle class but taxes would be raised on gasoline and other things. The Democrats agreed and supported the package. But Newt Gingrich who was the republican minority whip at the time backed out of the deal and the bill failed. Bush was left with no choice but to raise taxes
