Is the fan tight when you turn it? Motor winding checked? Check if the replaced capacitor is good. Is the voltage correct? check the motor rpm too.

@Big V Media no motor spins it just won't start up. However if I give the fan a slight push it starts up and runs well. Capacitor is brand new. Winding obv good as it runs well when it starts.

One of the motor windings may be burnt. What happens if you slowly rotate the motor in the opposite direction? If it spins like that, it should be turned off immediately.
