You can watch frame by frame with . and , so counting from 0 hp to prof item press it's 17 frames which is roughly 0.28s, pretty much half a tick. I haven't read up on how ticks work and in what order shit happens, but could be something to do with it happening in the same tick making it count no matter which of them happened first. Don't quote me though, just a theory. Edit: From runescape wiki "Each action you register within one tick, will start to take place by the beginning of the next tick"
