Actually you can protest and block traffic. Thats legal. You just need a permit for it and the example is usually "millions of people cant fit in the town square sir". But it is safe to assume these people did not get a permit to block traffic as part of their protest. Most people dont realize permits for that exist.

They are all aware of getting the permit to protest in designated location but chose to do it on a freeway for attention regardless for the safety of the commuters.
