It’s not that he can’t, it was mentioned that he can. Problem is his suit is susceptible to any electric damage, it make malfunction causing Vader immense pain or death. This was made on purpose by Sideous to ensure Vader doesn’t overthrow him. The moment Vader decides to use force lighting the lighting will surge his suit and cause him to die, so Vader simply chooses not to use it.

Well, he died in the movie, but he is only using the Force to hear Luke when he is using the Force to take down the Death Star with Proton Torpedo.
