In late 2007 Adult Swim introduced a new series of bumps titled PSA. These bumps were based off of old Public Service Announcements, with these being more intentionally scary. Around 2010 they were updated to HD and featured a new design. They were still shown in at least 2017.
This is the first batch of PSA style videos with the second one featuring the redesigned look.

Those bits about Lou Dobbs are amazingly funny given the fact that his show was canceled this week (02-07-2021). Funny topical jokes like the Prince bit and Swine on your hands

I remember one where they said it's fun to be scared, another one where they said you can take a deep swim in the ocean and another one where they said listen to the doctors.

The one I remember the most was the vitamin one, the skull popping up weirded me out, I was a kid at that time. I always enjoyed the crap out of these
