why is the waveform width changing? isn't it a ppm signal?

width is not constant..this acts as PWM

this is only PWM. If a monostable multi follows this circuit, we can get ppm.

How was this a PPM if the width is changing?

The amplitude and width of output pulses are constant, ONLY the position of each output pulse, with reference to position of reference pulse is changed according to the instantaneous value of analog modulating signal.
