Report:
On August 26, 2024, at approximately 04:15 pm I (Trooper Bratton) was traveling east on I630 at approximately the 3MM in the
#1 traffic lane. I observed a gold Lincoln Town Car (V1) displaying Arkansas license plate (AAB11A) traveling at a high rate of
speed in the #3 traffic lane. I used my front radar to determine it was traveling 80mph in a 50mph construction zone.
When I caught up with the vehicle, it began driving erratically weaving in and out of traffic. I activated my lights and siren to
initiate a traffic stop and the vehicle sped up, passing traffic on the left shoulder. I observed the vehicle start to fishtail and lose
control. The vehicle then turned sideways in the #2 traffic lane colliding with a white Honda Accord (V2) displaying Arkansas
license plate (260WEI). V1 then spun 360 degrees before coming to rest against the concrete barrier on the left shoulder. For

The driver of V1, later identified as Joshua HANEY, jumped out of V1 and fled on foot across I630 West
almost being struck by traffic. I was able to take HANEY into custody after a short foot pursuit with the assistance of Pulaski
County Deputy Coffey.
It was determined that the license plate on V1 was fictitious and returned to a 2016 Chevrolet Equinox.
During a search of the vehicle, Trooper Robert Plyler located (E-1) a brown Century Arms 9MM pistol (S/N T647220) lying in
the front seat. This pistol was loaded with one round in the chamber and 17 rounds in the magazine.
I took possession of the firearm and ammunition and submitted the items to Troop A evidence for submission to the Arkansas
State Crime Lab for testing. The vehicle was towed by Adams Towing.
I spoke with the driver of V2 (Timothy Lucero) after the accident and he advised that he might have minor injuries and that he
might go get checked out at a later time. He was not transported at the time of the incident.
EMS transported HANEY to UAMS for minor injuries he sustained during the crash. Once HANEY was cleared by medical staff,
I transported him to the Pulaski County Detention Center where he was charged with the following:
