Pursuit/TVI I-555 Trumann Poinsett County Arkansas State Police Troop C, Traffic Series Ep. 1004 

C-20's incident report: "ON JUNE 14, 2024, AT APPROXIMATELY 10:22 PM, I, TROOPER FIRST CLASS BRAD HITCHCOCK WAS SITTING STATIONARY ON THE RIGHT-HAND SOUTHBOUND SHOULDER ON INTERSTATE 555 NEAR THE 25-MILE MARKER. I NOTICED A DARK PASSENGER CAR TRAVELING AT A HIGH RATE OF SPEED NORTHBOUND. I VERIFIED THE SPEED WITH THE FRONT RADAR ANTENNA AT 110 MPH IN A 75-MPH ZONE. I IMMEDIATELY PULLED ONTO THE ROADWAY, CROSSED THE EMERGENCY CROSSOVER LANE, AND TRIED CATCHING UP TO THE PASSENGER CAR. I ACTIVATED MY BLUE LIGHTS AND SIREN AFTER A SHORT DISTANCE TO CATCH UP TO THE PASSENGER CAR THAT WAS STILL TRAVELING AT A HIGH RATE OF SPEED NORTHBOUND. AS I APPROACHED THE PASSENGER CAR NEAR THE 31- MILE MARKER NORTHBOUND, I NOTICED THE VEHICLE WAS STILL TRAVELING IN THE LEFT-HAND LANE AT A HIGH RATE OF SPEED AND WAS ACTIVELY FLEEING. I NOTIFIED DISPATCH THAT I WAS IN PURSUIT OF A BLACK PASSENGER CAR WITH THE LICENSE PLATE NUMBER ARKANSAS 354 ZOV. THE FLEEING VEHICLE CROSSED IN FRONT OF A SEMI-TRUCK AT OVER 100 MPH AND PASSED A VEHICLE ON THE RIGHT-HAND SHOULDER NEAR THE 32-MILE MARKER. THE FLEEING PASSENGER CAR ENTERED BACK INTO THE LEFT-HAND LANE AND ACCELERATED AGAIN NORTHBOUND. AS I PULLED UP TO THE DRIVER'S SIDE OF THE VEHICLE TO PERFORM A TVI (TACTICAL VEHICLE INTERVENTION), THE DRIVER OF THE VEHICLE SLAMMED ON HIS BRAKES TO AVOID THE TVI MANEUVER. HE THEN ENTERED ONTO THE RIGHT-HAND SHOULDER, ACCELERATED, AND CONTINUED NORTHBOUND. THE DRIVER THEN REACHED SPEEDS OF 100 MPH AGAIN AND ONCE AGAIN I PULLED UP ON THE PASSENGER SIDE TO PERFORM A TVI MANEUVER. THE DRIVER SLAMMED ON HIS BRAKES AND SWERVED FROM MY PATROL UNIT TO AVOID THE TVI. THE DRIVER OF THE FLEEING VEHICLE THEN STARTED BACKING UP ON INTERSTATE 555 INTO ONCOMING TRAFFIC, HE EXITED AT THE 34-MILE MARKER OFFRAMP AND CONTINUED AT A HIGH RATE OF SPEED. I MADE A RIGHT-HAND TURN, CROSSED THE MEDIAN, AND CONTINUED PURSUING THE VEHICLE. THE VEHICLE CONTINUED NORTHBOUND RUNNING THE STOP SIGN, MAKING A LEFT-HAND TURN AT THE INTERSECTION OF THE 34-MILE MARKER EXIT RAMP AND HIGHWAY 463 AT BAY. HE THEN ACCELERATED AND CONTINUED NORTHBOUND ON HIGHWAY 463 TOWARD JONESBORO. I PULLED UP ON THE DRIVER'S SIDE TO PERFORM ANOTHER TVI AT 108 MPH, BUT THE DRIVER OF THE FLEEING VEHICLE SLAMMED ON HIS BRAKES. I WAS UNABLE TO AVOID A COLLISION WITH THE VEHICLE STRIKING IT ON THE DRIVER-SIDE REAR FENDER. THE VEHICLE SPUN 90 DEGREES COUNTERCLOCKWISE IN FRONT OF MY UNIT AND I COLLIDED WITH THE VEHICLE AGAIN IN THE FRONT DRIVER’S SIDE FENDER. THE FLEEING VEHICLE SPUN BACK 90 DEGREES CLOCKWISE AND ENTERED THE DITCH ON THE EAST SIDE OF HIGHWAY 463. THE DRIVER THEN CONTINUED NORTHBOUND IN THE DITCH AND CONTINUED FLEEING. I MADE A 360-DEGREE TURNAROUND, ENTERED THE DITCH, AND CONTINUED PURSUING THE VEHICLE. THE VEHICLE CAME TO A STOP, AND I DROVE UP TO THE DRIVER’S SIDE DOOR BLOCKING IT BEFORE THE DRIVER WAS UNABLE TO EXIT THE VEHICLE. THE DRIVER STUCK HIS HANDS OUT THE WINDOW AND WAS ORDERED TO CRAWL OUT THE DRIVER’S SIDE WINDOW. THE DRIVER CRAWLED OUT ONTO THE GROUND AND WAS TAKEN INTO CUSTODY. THE DRIVER WAS A BLACK MALE TREKEVIUS CARMELLO JONES (DOB 8/7/2004) FROM MARKED TREE, ARKANSAS. THE DRIVER WAS TRANSPORTED TO POINSETT COUNTY SHERIFF’S OFFICE AND CHARGED WITH SPEEDING 110MPH/75MPH, RECKLESS DRIVING, NO LIABILITY INSURANCE, DRIVING THE WRONG WAY ON THE ONE-WAY ROADWAY, AND FELONY FLEEING IN A VEHICLE."

It might not seem like it, but controlling a vehicle going at a high rate of speed, (like over 100 MPH) is difficult. Steering and movement has to be very precise, because even the smallest change can be catastrophic to who ever is doing the driving, to himself and to others. And if anything breaks down, like brakes or steering, during a pursuit, it's game over.

7:43 Watching the position of the suspect vehicle with respect to the fog line and the dashed yellow line in the middle of the road. The suspect car braked but continued straight. The police car swerved into the suspect car. I'm not sure why the trooper said the suspect hit him. That's not what happened. It looked like the trooper did a rather rough TVI on the suspect which shouldn't have been an issue.
