I believe its the Chameleon compression shirt. It will hold 10x12 ballistic panels and the metal plate the carrier attaches to. That's according to Velocity systems. Its part of their "skunk works" section

It's a ULV gen2 You can also do it with the chameleon but much more of a pain to Don and doff. And will stink. Lol

that's to hold the molle panel with the magazine carriers however the "sack" I believe is an rdr gear product. so did he Velcro it to the panel or some other type of swat jesus magic.
