The US is 3% of world population and with NATO partners and Japan and Austrailia & New Zealand, the partnership is 9 - 10% of world population. Yet the US / West chooses to maintain its 1990's policy of Full Spectrum (political, economic, and military) Domination over the rest of the world. While I have a lot more to discuss, suffice it to say that Jacques is essentially arguing for an unprecedented and voluntary redistribution of wealth from the West to the rest of the world. He suggests this redistribution should occur voluntarily by accepting that the West cannot compete with China overall, and that we should approach Xi saying, "Xi, we won't compete comprehensively, so you can take us in partnership, but please be gentle." I make no value judgment; I merely want to highlight what he is tacitly advocating for. However, I believe the West has sufficient quality of Porter's factor conditions to be able to compete in select key industries. The US national ego makes this proposed overarching partnership with China an unlikely prospect, considering they haven't even resolved the relatively simple 'Thanksgiving day' controversy, instead going through the same debate every year like Groundhog Day. There are perhaps between 20,000 to 40,000 Wampanoag Indians, so the cost of addressing this would be minimal. Ultimately, whether Europe is willing to operate out of self-interest instead of as a vassal remains to be seen when it comes to ceding economic dominance to China across all sectors.

In China case the loans used build infrastructure works to increase an industrial process that at least creates some parity in uneven exchange rates which limits this mismatch in liquidity that compounds debt.
