I applied for nursing (french immersion) I'm yet to complete uploading my documents, please when will I be told to do the test for French immersion is it before or after I have gotten an offer of admission?

I have applied for a graduate program and my file has been complete since January 14, but I'm still waiting for an answer. Is this normal? I need to relocate to Ottawa if I am admitted, and I need to find a place to live by July 1st. This situation is stressful.
