“Very disappointing,” said Tarek Ould Ali, an international student who delivers food in Montreal on a moped, about Quebec’s ban on uncertified electric mopeds and motorcycles on roads, sidewalks and bike paths. Gareth Madoc-Jones reports.

Another attack on low hanging fruit. I don't live in Quebec, but my handicap sister in-law uses something similar to get around and go to her health care aid job in our province. She feels such a sense of freedom from being able to have her own mobility. Couldn't imagine how she would feel if it was taken away.

Mobility scooters are allowed in Québec. She could live and work in Qébec without a problem. Plus, being a 3 wheeler it's much safer.

Those are motorcycles and should be following road rules just like gas motorcycles. They basically reach vehicle distances too

@@noseboop4354 oh I see… then it’s e-bikes that are banned. But the banned e-bikes have headlight, electric turn signals, electric horn and rear view mirrors…more visible and a lot safer than a bike with a bell.

Banning from sidewalks and multi-use paths - sure, but why roads? We have 3 tonne cars driving around at 70km/h and it's fine, but 100kg at 32km/h is too dangerous? If we all switch from cars to mopeds there would be way less crashes and injuries.

Cars don't drive on cycle paths, they are registered and driven on a assigned roadways. For those of us in Ontario who still like to use the old Imperial tons, a 3 tonne car weighs 3.3 tons.

I thought they were already banned from bike paths and bike lanes in the Quebec safety code. I see them on bike paths all the time and, as a cyclist myself, they’re really annoying, take up a lot of space and can be dangerous in the event of a collision with a cyclist or pedestrian because of how heavy they are. I don’t believe they should be illegal, but they should be regulated like other scooters and driven on the road, following safety rules, just like any scooter or moped.

strange that it's mopeds only? electric vehicles, some are motorbike like, some are standing scooters and skateboards and one wheel things go just as fast.... so clearly they are not evaluating the situation properly !!! and it looks like uncertified mopeds are banned so what does that mean exactly? a cerrified moped can still go on the paths?

@@YesItsReallyKeith It’s very hard to regulate all types of electric personal transportations. The problem with electric mopeds on bike paths is that they are heavy and voluminous, taking up too much space and could easily hurt a cyclist. Electric skateboards and then one-wheel things are annoying, but not as dangerous for other users.

To be honest the reason they are doing this is because the insurance companies see a market for new policies. The government wants it for taxes and fees. So its a win win for both groups.

You just missed the point. The real issue is safety. Safety on the bike’s road where idiots travel at high speed, Safety on the road where cowboys cut traffic and even worst driving on the sidewalk ignoring pedestrians safety. These brainless individuals make all the other pay for their unsafe behaviour.

An electric bicycle passed me doing 50kph. If you think manufacturers are restricting the speeds these things can reach your wrong! They are dangerous and have no business sharing a path used by pedestrians or non-powered bicycles.

It is legal to sell those bikes. It's illegal to ride them without a licence plate. It's all about enforcement, which seems to be inexistent. After the passage of this law, it might be enforced more stringently.... for a while.

These arent electric bicycles. these are electric motorcycles and don't belong on the road. regular bicycles travelling at that speed are fine because they weight very little

The bad riders; going faster than others on the road/path/sidewalk, cutting close to others as you pass or not sticking to their side of the path, or not slowing or stopping for ped crosses etc (basic rider etiquette) made it bad for all riders. Sadly those bad riders haven't a clue about how bad they are. So here we are with laws to get them off the road. Drive responsibly!

Don't always agree with Quebec politics, but this one. Big thumbs up. I drove in Vancouver fro a number of years and these were an absolute hazard on the roadways and sidewalks.

They should pay for a registration and a license plate regardless if it is electric. They should also drive it properly. I've seen people on these things going through traffic , jumping on sidewalks back onto the street,crossing like a pedestrian. Its getting out of hand.

Foreign students get them to save money? Some of them cost $5000! And they go too fast. If you want them on the road they should be licensed and insured like 150cc scooters. They are NOT bicycles. I’ve see several me in Ontario that are like small cars. Those need to be banned too.

These governments aren’t really serious about green solutions to transportation. Escooters are banned on roadways almost everywhere in the world. I use my escooter riding around suburban areas but anyone considering buying one to use for city commuting should check city regulations before purchasing.

I am an ex-Montrealer and cyclist. Here in Toronto we are bombarded with these electrical motorcycles on our bike paths and sidewalks exceeding the 20 km/h speed limit. The government should have them banned from bike paths and have them licensed and insured like all motor cycles in all provinces.

I've seen one crash into a pedestrian last year in Rivière-des-Prairies and the crash was very violent. Most people who are driving these are not the brightest of the bunch.

To speed of 30 KPH …the ones I’ve seen go much faster than that + they are a real menace on the roads. I’m constantly on the look out as they burn stops, and zigzag all over the place.

What is missing is SAAQ guidance on plating electric mopeds. There used to be an ability to plate above 500W and ride with a 6D scooter permit.

Correct theses e-bikes need to be plated and insured. And riders need to be licensed. We don’t allow 12 year olds to drive golf carts on the road, why do we allow these?

@@user-mt2jd2gs1g most ebikes dont need a license and insurance. my $450 50lb low speed ebike doesn't need any regulation different from a bicycle, but these heavy duty mopeds are basically motorcycles and need to be treated as such. very dangerous for cyclists

I own one of these. The speed is limited to 32km/h. I literally go faster than that with my bicycle and I am not a professional athlete by any means. Yes there are a lot heavier than ordinary bicycles, but not that much heavier than a cargo E-bike which are perfectly legal for use on the bike path. Yes there are bad actors that use them on sidewalk and people notice that more because these things are new to our urban landscape. So shall we ban cars because of all the bad drivers that go above the speed limit, drive through red lights and stop signs, cause accidents from distracted driving??? Bear in mind that more people die annually and even more injured in this country and province from car collisions than even violent crimes. You are literally more than 100 times likely to be killed and injured daily by a car, than by one of these. Not surprised at all coming from the incompetent Québec government!

They are not bikes, they are vehicles, and should not be in bike lanes or on sidewalks. They shouldn't be banned, however they should be treated as any other vehicle and law needs to enforce their proper use.

Thought Trudeau was pushing for less carbon/emissions and ending gas vehicles. Not everyone can walk or bike 15 km. I am disabled with permit but my handicap scooter doesn’t go far enough or long enough. E bike would be a great upgrade. Are e bikes under attack too?

In US they have different classes for these electric vehicles. So the more powerful ones goes on the roads. Canada is so far behind on electric vehicles. Taking the easy way.

I can sort of see the argument against riding these on mixed use bike paths and sidewalks. These aren't very fast (certainly not fast enough to be used in regular traffic lanes on the road) but they are quite a bit heavier than a bicycle or e-bike. However, I cannot see why these shouldn't be used in regular bike lanes on the road. The way we regulate these new vehicles never seem to involve physics or common sense. I feel so sorry for the shop owners that are stuck with inventory. I have a feeling there will be a backlash and that this will not stand.

@@chrisbrunette9495 That's not an e-bike, that's an electric moped. I drive, e-bike and regular bike. The moped should be insured and not on bike trails, but the others are fine. Just like vehicles it comes down to who's behind the wheel that causes problems. In terms of government/insurance they don't care about safety, it's about the money.

My main complaint is they are too quiet. I have several times nearly been run over by them, or hit them on my bike because they move to fast and you never hear them. The users seem oblivious to the danger they create.

Six days ago I got *hit by a cyclist* on a shared path. I am recovering, in physio, working hard & will be ok. *NOT against sharing with bikes. But an e-moped? No.* I shudder wondering what would happen if I got hit by one. Maybe only on a road and only if it can get to 60 km/h.

I'm 75, partially disabled (massively torn irreparable right shoulder cuff) but can cycle up to 100km on a good day, given the right back roads/trails, weather and mindset. There's some cyclists who are just plain moooorons. These are the same knuckleheads who are now, in many cases, doing the same antics on motorized vehicles, and the consequence of their actions has increased geometrically. And now, finally, some jurisdictions are taking action. I call that progress.

You are 25 years my elder - I am from the end of the generations that truly revered their elders - and it's motivating to know I may well be able to exercise big time in the last quarter of my life. I hope you get some measure of relief with your shoulder - I know on some good level what chronic pain is - mostly in the past but I never forget. It is progress - I feel more can be done about the out of control cyclists and all drivers, but I've given up hope. Here let's hope the crackdown on the newest form of reckless driving works out.

I thought the future was “going green”? Police need to enforce unsafe riding-issue tickets. Don’t ban them altogether because that punishes the good riders too-the ones that take safety seriously and ride responsibly.

These e-mopeds were designed with barely functional cranks and pedals, so they could be classified as bicycles, instead of a motor vehicle (which is what they are). The attitudes of the riders certainly didn't help the situation either. I own an e-bike, and I'm fully aware that every time I go for a ride that I become an ambassador for all e-bike riders. When I approach pedestrians on a shared pathway, I'm mindful to slow TF down, and give people space. No one likes being buzzed at high speeds by inconsiderate riders. Besides, if the thing you're riding has a throttle, it's really not a hassle to get up to speed again.

Crazy to ban them. They should just limit max speed and treat them like bicycles. I ride a bicycle and have never had a problem riding near electric moped.

There are far too many uninsured electric type vehicles (skate boards, scooters, bicycles, etc...) on our roads. It is quite expensive to repair scratches and dents in our cars. When one of these uninsured scooters etc... collides with a motor vehicle, through no fault of the motor vehicle driver, who pays for the damage. If we need to share the road then everyone using the road should be required to have insurance.

They should be treated like regular motorbike. Legal on the regular roads, except maybe highways, with the appropriate licences. Banning everything in one fell swoop with no recourse is short-sighted.

Good for Quebec. These things are motorised traffic and should never be on cyclepaths or pavements/sidewalks irrespective of power source. Its worrying that some folk seem to think the 'e' means they're safe.

Electric motorbikes can be licensed if they meet certain regulatory requirements similar to gasoline motorbikes. Also, pedal assist bikes, where you must pedal in order to accelerate, are not banned on the bike paths. What is very dangerous and increasingly prevalent (before the ban) is high powered electric scooters and bikes going up to 50km/hr on the bike path and passing cyclists from behind, often small children. The ban is a good idea. Even with the class 6D requirement in Quebec, one sees that many are using electric scooters and mopeds without any training or a helmet, as required by law.

I'm 71 . I used to ride my bicycle 10 km to lake Ontario using a bicycle path a few times a week but got too dangerous with all the electric mopeds speeding ! I had a few close calls ! I hope they are outlawed in Ontario also ! If I'm 71 and can still pedal you can too ! By the looks of most Canadian's you could use some exercise ! The food banks are empty and desperate and another cruel winter for the homeless will be here soon ! Many will perish without food !

They should be legal but only the ones with pedals. And they should teach people how to ride a bike, e-bike and e-scooter. That way cyclists will drive more responsibly, car drivers will feel safer around bikes and accidents will surely be avoided. But register an electric moped and pay a plate for it? COME ON! It should be an option, not imposed. Oh and too fast? I see a lot of road bike users speeding around kids, and they don't have e-assist. It's all about how you behave, and clearly we're lacking it in Quebec (and probably Canada too).

The bad apple users are the one to be blamed for. Electric going 35-45 kph on bike lane is not acceptable. Just look at how these guys ride in the video, taking over the whole 2 bike lanes.

Lots of Electric Problems.... around my neighbourhood it is the electric kid skateboard scooters that can go 50kph... what is all that about??? All of these devices will be banned you get pedal power or Insurance and a License and a roadworthy vehicle. Same as the rest of us. Equity is a Two way street.

I'm fine as long as they are not on the bike paths. The problem is the mindset that once you ride one you can be riding all over the place: sidewalks, roads, bike paths... Banning from roads doesn't make any sense, that's a Canadian government mindset of being dictatorial as usual.

Bikes on bike paths make sense. Banning bikes from roads also makes sense. They are unregistered, no requirement for mirrors or signals, no insurance and don’t require riders to demonstrate knowledge of the road system or pass a skills test. Also, they don’t pay annual registration or gas tax to pay for road maintenance.

These things don't go fast enough to ride in regular traffic. They aren't that powerful. The problem seems to be that they are a lot heavier than bicycles and potentially more dangerous.

I support this ban. Smaller and lighter alternatives like e-assist pedal bikes can be encouraged. Rad has cargo bikes too. I have seen students door dash on regular bikes in urban centers, so tried tested alternatives do exist. The so called e-mopeds banned here are essentially motor vehicles, with pedals slapped on them to pass as pedal bikes. Intent seems "If we design so, we evade the rules". Designers/sellers/buyers definitely understand the intent is using as a motor vehicle. These are heavy, big and certainly powerful enough to become a safety concern on bike paths and especially side walks. Reckless riding is another matter, which would make any vehicle on any path a concern.

Many of these mopeds are limited to a top speed of 30kph, too slow for city streets and so they are a hazard.

@@delftfietser Interesting fact the severity and nature of injuries increase when the impact speed is over 30kph. Its one of the magic numbers just like the rate of fatalities nearly doubles over 100kph. The speed limits are not chosen arbitrarily, they are chosen to minimize fatal and life-altering injuries. Now imagine riding a moped at 80 kph into an irregular pile of rooted tree stumps whose lowest level is about the height of the handlebars and whose whole height extends to about 8 feet at irregular points. Your chance of survival are exponentially closer to zero depending on the path your body takes through that pile of rooted tree stumps. The tree stumps represent traffic and obstacles.

@PWingert1966 I really need to make my comments more clear so I don't give the wrong ideas. I should have said that e- scooters are a hazard to cars and trucks because of their low top speed compared to the rest of road traffic. You are right about 30kph being that threshold above which things go quite bad. It's something drivers need to be taught. It's also something cyclists and other micromobility users need to learn so that they stay out of the way of cars when it's within their responsibility to do so. There has to be mutual respect between people, even though the means of transport moves one to view things as oppressor-oppressed, or hater vs hater. I get around most often by bike, and I very much like cars but approach them from the classic car side.

@@ericbennett1872ironically today on queens quay a bunch of cops were ticketing people with $305 fines… apparently they are banned on dedicated bike ways… many of the scooters were also getting traffic violation on top of the $305, apparently some scooters are considered motor bikes so they were getting ticketed for not having license plates. I felt bad as many were food delivery and were very upset… but I do agree with the enforcement against the vehicles

Put a wieght limit on the bicycles can use the path. That fixes most of it. Even many e-bikes are behemoths. Pretty much small electric motorcycles without fairings to dress them up.
