what kind of penalty happens if you touch the bottom or side of the pool?

It's called a minor foul. If the team with the minor foul has possession of the ball, the other team gets control of the ball and the shot clock resets. This type of foul doesn't happen very often because the pools aren't shallow enough to stand in.
