Thank you all for your comments, Let me attempt to answer them all. Mixing ratio: 100mls per 20 lts of water. The active ingredients can only be obtained from @RueOrganics.

Instead of all this mixture, why not just use Neem Oil (Muarubaini oil)? Relatively safer and easier to apply...just mix with a drop of natural soap and its ready for spraying!
