Basic information on how radar (Radio Detection and Ranging) works. Electromagnetic waves reflect off objects like light rays off a reflective surface. Radars send out a pulse signal and look for the reflected return signal pulse. Radar signals travel at the speed of light C = 300,000 km/sec. Time for reflected (round-trip) return signal 2x distance/C.

it's 3 *10^8 meters per second, (300 million meters per sec) not 300km/sec

Sound travels with 300 meters per second. The International Space Station travel around the earth with almost 30000 kilometer per hour or almost 10 kilometer per second. If light were to travel 300 kilometer per second we would be able to reach it but the universe would look really different. The time the light of the sun would take to reach earth would be 140.000.000 km / 300 km = about 500.000 or 125 minutes where in reality it takes 7 minutes. Multiply by 1000 for your proposed 300 meters per second.
