I'm not sure which exact effects he's using, but I can get a simillar sound using Ableton Live's Beat Repeat. If you configure it right it sounds just like that lol :p
He was using a laptop with a custom Max/MSP patch. It loops at random with random lengths. There's recreations out there. Another way to approach this, is to use the looper function on a Boss DD-3 (or a more recent version) as a similar stuttery effect, but that will require you to engage with the pedal intensively stomping it in and out of the loop while shredding

one tiny mistake, it's not like he does this every performance. Out of all the live videos I've seen of them I think I've probably only seen one other mistake and it was just as insignificant. You clearly don't play drums if you think he's the weakest member
