you are indeed correct... I think the rules could have been a little clearer and emphasize this because it's a little different than usual for board games, usually it's like Richard played it, to get the production you have to have access to it, in this case by the boats picking it... but in this game the boats just add extras... this makes the game a lot easier... I disagree - it may be because I push the game forward to explore, and possibly because I generally only have a grid of five cards and five usable turn options to evaluate. My needs are usually clear, and there's (especially on the river) lots of spaces to ignore (basically every $1 space, and most $2s). Plus, I'll take just about anything over Tikal, where I managed to cook AND EAT a bowl of ramen between turns.

tikal is a MONSTER! the rules call them 'action points' (10 OF THEM) but nope, they're APPs (analysis paralysis points) :)
