Tokka and Rahzar are two mutants that have been bringing the Half-Shell Heroes problems for decades in the Teenage Mutant Ninja Turtles universe. They were created by Kevin Eastman and were inspired by the artwork in 1991 by Stephen Bissette's "Teenage Mutant Ninja Turtles II: The Secret of the Ooze." These lesser-known characters have undergone a number of distinct changes over the years in the various iterations of the Teenage Mutant Ninja Turtles franchise.
