This is CSX track 2 through Anderson, IN. Crossing Columbus Avenue between 19th Street and Ohio Avenue (State Road 32). Track 1 and track 2 split up through Anderson and come back together on either end of the city. Track 2 runs through downtown with several crossings. Track 1 runs through South Anderson Yards. The traffic lights are tied in to the crossing (pre-emption). During a train's presence, the lights at the crossing are on steady red, not flashing, but the lights at the intersection flash red in all directions.

At 18:08 signal maintainer shown checking the crossing signals. Notice how what he does affects the traffic lights, thus, confusing motorist into running the red light after they stop flashing at the intersection. You'll see a couple near-misses.
At 22:44 a storm knocked out power in the area. As a result, the crossing signals went to back-up power. The signals come on when this happens.
