The text on Ragavan indicates that you may just "cast" it. It would need to also say "without paying its mana cost" in order to cast it here. This refers to rule 118.6: Some [cards] have no mana cost. This represents an unpayable cost. An ability can also have an unpayable cost if its cost is based on the mana cost of an object with no mana cost. Attempting to cast a spell or activate an ability that has an unpayable cost is a legal action. However, attempting to pay an unpayable cost is an illegal action. In terms of suspending it, he also can't do that. The rules text for suspend specifically says you may suspend it from your hand. 702.61a Suspend is a keyword that represents three abilities. The first is a static ability that functions while the card with suspend is in a player’s hand. The second and third are triggered abilities that function in the exile zone. “Suspend N-[cost]” means “If you could begin to cast this card by putting it onto the stack from your hand, you may pay [cost] and exile it with N time counters on it.

Phases don't change until the stack is empty, and both players have passed priority. So after the Scam player declared attackers, he passed priority to the defending player. Defending player activates the Mutavault. Priority goes back to the attacking player. We don't just skip right to declaring blockers. Anytime something is put on the stack, players get priority. Priority is one of the trickiest parts of the game.
