Ill play devils advocate because this is old and nobody cares but literally none of the cops said "stop or we'll shoot" they told him to stop and he didnt so they shot him and actually more specifically shot his car and as soon as they made contact with him they stopped shooting him and literally 2 mins later someone in chat tells Randy about the shootout up there and he understood why they were so aggressive lol chat and comment sections are so dumb sometimes lol
