Yes, the damage on D/P is actually significantly lower than cluster. The only time u obv cant shortbow is if they have a lot of reflects or if the target has something that needs to be interrupted. Reason why is: auto attack on D/P is absolutely a joke in terms of damage, heartseeker does not do much damage unless target is below 25% hp and shadow shot after the nerf from 4 to 5 initiative is too resource heavy to do damage with and the damage also way lower than cluster for example=) Cluster is also good in another way if people jump you, you counter pressure with shortbow 2 (you get easier rid of blind for example, if ur on D/P you have to AA to get rid of the blind spam while cluster will lose 1 procc but hit the rest = doing damage while ur still getting blind spammed for example)
I mean that is pretty much D/P thief in a nutshell in the current iteration. No matter what you play on it DA/Acro/SA you have the same problems sadly. And S/D specs cant compare to any current damage specs in the meta. The only choice for consistent damage is power specter for power builds. The problem is that a dp daredevil would pretty much just eat you alive if you face a decent one.
