He's the leader of a villain group know as The Victim Syndicate. 15:14 That's Madam Crow. Also a members of The Victim Syndicate. 20:00 That is The Reaper. 22:30 That's The Siren from the 60s Batman. 23:19 That's Spellbinder from the 2004 Batman animated series. 24:31 That's Tobias Whale, he's more of a Black Lightning villain but was one of the main villain in Beware the Batman.
The "Red Hood" guy just before Tobias Whale was the _Tiger Shark_ , a super cool water-based baddy that I find fascinating ^^ Last time he made a serious appearance was in 2017/2018 in the pages of *Nightwing* ... (He also made a short but memorable appearance in 2 issues of the 2017 *All-Star Batman* , where he shows off another one of his uber-awesome submarines/boats...) *Anyway* I'm convinced Mr Rogues knows 90% of the guys he's forgetting about, but the pictures aren't super helpful... for instance, the one after Zebra-man is someone he actually likes, _Philo Zeiss_ aka Mr Zeiss. Many moons ago, Mr Rogues had talked about maybe making a video just for him and all... But instead of choosing a picture where we see Philo's glorious haircut, the list-dude picked one where he looks as generic as possible, and where his high-tech goggles look like normal red sunglasses I'm also pretty sure that he's read the *Batman and Robin* storyline by Peter J. Tomasi with *Nobody* (aka Morgan Ducard, Henry Ducard's son), As well as Grant Morrison's "Batman: RIP", "Batman Incorporated", "Batman: The Black Glove" and the other story-lines that include El Sombrero, Pierrot Lunaire, Charlie Caligula (I only recently got into *Batwing* 's solo title, and I'm currently reading the neat issues in which he faces him) and King Kraken, who had an Easter Egg in Arkham Origins => i.imgur.com/RnXAw2q.jpg Anyway, good job spotting all those those, I must admit that I wasn't familiar with The Siren; actually, I couldn't name any of the female villains from the 1960s Adam West Batman ^^' I have only watched a handful of episodes, most of them Riddler, Joker or Penguin-centric. I should give that show another chance, since I love the animated movies "Return of the Caped Crusaders" & "Batman vs Two-Face" so much... But every time I start looking for the show, I end up picking something else >
Impressive list. - Some you didn't recognise were Tiger Shark, Charlie Caligula and El Sombrero - and the woman in black from the 60s show was Black Widow. Also King Kraken was referenced in the game Arkham Origins as a picture on a wall strangely enough.
Batman has absorbed so many villains from other heroes rogues gallery, has he ever had that happened to him? I think Red Claw would make a great Wonder Woman enemy. Either as a terrorist or the leader of a ruthless PMC, she still has that ruthless warrior quality that mirrors Diana.
Grant Morrison really went all out creating Bat-rogues: The Club of Villains, the Black Glove, and Leviathan. It's a shame Prof. Pyg is the only one that took off.
@@loganwendigo937 The whole "Apokolips tech inside the devil-worshipper" might be too complex for a two-hour movie. I say just stick with a basic premise: He's an evil gambler who plays with human lives. Batman would definitely not like him.
This was truly epic! Loved it. Kudos to you for always putting out great videos, and for Puffer Fish for making this ranking system for the Batman villains. That was cool & I’ll have to give it a whirl.
Personally if it were my list I would put Joker in A tier. But I am in agreement that him being shoved into every Batman story has ruined him. I feel he's a great character, but he works better when his appearances are far in between, and are a big treat.

Well, *The First Victim* (that Mr Rogues didn't recognize but thought looked cool ^^) was on the list, and since Alfred Stryker is the number 1 suspect for his true identity... ^^ ...he might already, in a shocking twist, be on the list
Fun fact The first clock theme Batman villain was The Clock Maker (last name Brock first name unknown) in Batman vol 1 #6 (Sep 1941) The story "The Clock Maker" and in that story The ending was very similar to Batman the animated series episode the clock King The one with the clock tower fight scene.
Abbatoir: I find him disgusting. We don't need any cannibal supervillains. Amygdala: He's just Bane without any of the good parts. Baby Doll: We don't need her. Harley Quinn is the "little girl trapped in a female adult's body" for me. Black Spider: A really underrated character. Why don't we see more of him? Carmine Falcone: Who needs him? We already had Salvatore Maroni. Clayface: One of the best of all time! (His name sucks, though. Why didn't they call him 'Clay-Man'?) Cluemaster: All he is, really, is "What if the Riddler looked like Kato Kaelin?" Condiment King: A guilty pleasure of mine! Cornelius Stirk: Same as what I said about Abbatoir. Court of Owls: I find them fascinating. But it annoys me that when casual "Batman" fans learn of them, they think they're connected to the Penguin in some way because of the bird theme. Still, I like to think of them as Gotham's TRUE villains, since they've been around for 400 years.
Surprised they had Sky Creature and Wheel in the list. A bunch of the newer villains I didn’t know. Was the second Mad Hatter on there, I didn’t see him. This list could be mproved with better pictures of each villain. A lot of them are hard to tell who they are.
Well for awhile their I was starting to think no one would make the top tier., but never fear Mr. Rouges knows whos twice as good as anybody else. Got to admit I was impressed with the amount of rouges. But come on we all knew it was never going to be all. Where was Johnny Witz? The gangster Joker stole all his crimes from from his first apperance? The Swami? The fabulous foot fighters. A fine effort gentlemen, but you have a long way to go for them all.
With these tier list a common trope I notice is with the items that are super awful they send them to a horrible place to be funny like The Shadow Realm from yu gi oh or the doom dimension from Bakugan. Since this is Batman related I think the terrible villains should be sent to Arkham Asylum!

Was Facade on this list? He was a one shot villain, I think… I only remember him from one story, from the early 2010s or perhaps earlier than that. He sported this shiny, silver mask that looked almost like a wrapped his face with tinfoil. I watched the whole video and don’t recall seeing him. I only remembered him cause I was wrapping something in tinfoil. Haha
I like Batman who Laughs but I think he's not a good batman villain but more as a justice league villain, also shows me how little villains I know, but I have to admit I don't really collect comics as I use to, and I love red hood but he's not a villain
My personal favorite is Scarecrow. He and Killer Moth belong up there with Two Face (I would say joker but it’s understandable). Also thank god for giving the Batman who laughs the lowest ranking.
5:48 You just can't put Clownhunter in the worst/awful just because of what others had said about him. That's feeding into. At least read about him before you start judging him by what others said about him.
I am sorry that you dislike some of the pictures I used. Maybe I will change them in the future. By the way - if you know anyone, that is not on the List already feel free to suggest them (Yes there actually are villains that are still not on there, but I won't add them unless requested - otherwise I will never get done doing research). Just keep in mind that random Crime Lords to not qualifiy unless they are very relevant to a major story or the mythos in general
