Yes, but anything can be a drug if you let it. While love is a great thing, even that can become toxic. A relationship goes south without communication. Moreover, we often use drugs, whether medicinal or illicit to stem or masquerade other issues. So while the song is foreshadowing his physical chain to drug use, IMO that the real thing that is chaining him down is that of his feeling of guilt towards his brother.
Back then it was all about album promotion, RU-vid does all the work for the artists now but when Brother Ray was coming up you had to hit the road and do a tour for people to hear your new songs. It was better that way honestly.
