It was most likely a retcon. Originally OP wasn't meant to be a very long series, but with each chapter the world kept getting bigger and Oda had to compensate by repurposing scenes and concepts
Didn’t Oda say that Haki wasn’t one of his plans at the beginning? It just kind of happened, and he made it along the way? Honestly, y’all give him too much credit. He’s great, but y’all make it seem like he’s done everything exactly as he planned from the very beginning, and y’all act like he’s the greatest ever to exist.
If Rayleigh is so amazing when he uses his haki, imagine Roger doing it himself even Kaido listed Roger as one of the strongest haki user. Btw people always forget that Luffy uses haoshoku haki when they faught Duval.

We never really got to hear Rayleigh's thoughts on Ace's existence. After all, Ace was Gol D. Roger's son and I do remember Rayleigh was sitting in a place on the Sabaody Islands watching everything that was happening at Marine Ford. I wonder why Oda never brought it up...?
