I’m super confused. Isn’t an off-duty chief just a civilian? And if a civilian shows up drunk to a traffic stop, involves themselves, then grabs a cop, wouldn’t this conduct be “acceptable?”

Especially an intoxicated officer, also the chief expecting the sergeant to attend the station unrepresented with an intoxicated commander is bananas

Absolutely not. He is the boss no matter what and is 24 hour call. Put it this way, if your boss is off yet he came to the job and asked you to do something are you going to do it or tell them to step off and slam them? Yeah you can do the later but I guarantee your going to be fired.

There is a history with this chief who has a history of drinking and his department knows all about it. He was off duty at the time of this event. BTW, as a public sector employee when you are suspended you do not go to your supervisor's office to discuss this. Once the word "suspended" is used, the legal process begins. The chief resigned shortly after this event to save his pension and the Borough of Bradley Beach started disciplinary action against him. He's a long term Municipal employee and acted as though he was untouchable long before this event. Read the coverage of this event. Billy is still a LEO in the town. This was not good for the Chief, for Billy or for the Town. Let's been done with it.

This one frustrated me a little. I wish someone on your team made sure you knew at least what happened prior to this and after. All the cops were tired of him showing up drunk to crime scenes. This is just when he finally snapped. Chief was allowed to resign instead of being fired so he didn’t lose his pension (which I think is bullshit) Sergeant I believe got a slap on the wrist basically for making a scene but he was fine.

Came here for this! The producer should have given them the after incident info and got their reaction to it as well. It was a frustrating watch which is sad because I love this channel.

@@JentendoSwitch I couldn’t even finish watching the video. I just zoomed to the end and saw their take on it which made me super upset. It’s happened on other videos to a lesser extend where they didn’t know the full story either when it was super important.

I like that they took the whole thing at face value. They do the same for other incidents. Their perspective is a legal one and not about what we might think is right and wrong.

@@TheOakFather I don't disagree, but when there is an outcome, it would be best if they stayed on camera for another five minutes to discuss that too. Make the video complete, rather than just a stub.

I would never go back to the office to be reprimanded by an intoxicated manager. I would ask them to schedule a meeting the next day, and id be bringing backup

No, but he resigned in lieu of firing and losing his pension. The chief has a history of drinking at the wrong place and the wrong time.

@@user-bo1rj2xu2s I could be totally wrong but I did read an article within the last 3 months that said he was fired. Either way... my point wasn't necessarily to say one was right, one is wrong... but that the chief had obvious problems that predated this event. Now, it is my understanding that the sergeant is still on that force. To me, that doesn't say he was wrong or right... but highlights how much more the chief must have had problems that he was, at the very least, invited to leave and the sergeant wasn't.

If the chief was drunk or under the influence, wouldn’t he have no authority to give orders legally? Isn’t it a crime for him to be on duty or act in his official capacity while under the influence?

The fact that the other officers didn't arrest Billy speaks volumes to me. Obviously there's something wrong with the chief or someone would've jumped to his defense. Instead they boxed the chief out and were perfectly willing to let Billy return to the DUI. If the chief wasn't wrong, I can't imagine officers acting this way.

I think there’s also a time and place to say hey your jacket is a little to beat up get a new one. On scene of a DWI definitely not that place. My guess is the chief has a history of poor leadership and alcohol issues and the officer had a history of blowing up and they both came to a head. Hopefully the police chief walked up the scene and not drove he seemed pretty drunk

If the driver was arrested and charged with DUI and I were the Prosecutor working this case, I'd want to make sure that neither Billy or The Chief were involved in the investigation and arrest, and that I could make a case based on the officers left at the scene and what they did. If I couldn't make a case without relying on anything from Billy or The Chief, I'd probably drop it due to the taint. If it went to trial, I'm damn sure going to argue to keep the video out on the basis it's not relevant to the case and it's unduly prejudicial to the state's case. If I were the defense, I'd be arguing to have the video included specifically because it casts light on how that police department works and to raise the question about how well that department trains their officers to do the job. EDIT: By the way, NO, I am not a lawyer, licensed or otherwise. I only play one in my head. Would be interesting to see how close I came to how real lawyers would have handled this.

Installing a mute button on the body camera is deliberate. Cops should never turn their body cams off except breaks and bathroom use. Otherwise it should be deemed as "Obstructing".

The chief was drunk "again" and showed up to insert his dominance on an active crime scene. He singled out Billy boy and made him change his jacket. Billy did and the chief religiously tried to pull him away from his DWI stop to tell him all kinds of crap. Also It wasn't the first time the chief showed up to work drunk! Because of this ole Billy started getting picked on by his drunk chief and big Billy stepped in and put an end to his BS. That chief should have been offered drug and alcohol in hospital treatment with daily testing and if he doesn't want that then his other choice was to fire the chief on the spot. This is how I think it should have been handled. Be blessed! ☝️🙏

Damn, you guys really missed the boat on this one. Just a little bit of research on the history of this chief would've probably changed your analysis. This was the straw that broke the camel's back. Not an isolated incident.

man I've never disagreed more with you guys. This chief is wasted and making a fool of himself. This guy was trying to avoid a clearly hammered person from messing this up. He was extremely well behaved given his boss was too drunk to even talk to him. This isn't a guy with 2-3 too many drinks. He's trashed! This is your worst take ever guys. Sarge might have an ego but we can't judge that on this. He's just tired of his boss showing up drunk drunk...and look I like to drink. I can be drunk and behave myself with co workers...this guy was SOOOOOOO beyond that and has clearly done this before. This is a guy 12 drinks in and 4 hours of drinking in trying to tell people what to do!

If billy would've just detained the chief with for the articulatable reason of appearing intoxicated and impeding the investigation rather than choke slamming him, he could've protected his ego and been in the right. There has to have been some serious beef here

Yes, there is. The chief has a history of belittling his officers. Billy’s lack of de-escalation skills comes entirely from working for this department and from his chief. Incidents attributed in a county prosecutor’s report to the chief: -yelling at an officer in front of his kids and then telling him it’s good for his kids to see their dad being yelled at -spitting on a man at the police station while swearing at him for an hour and pushing the man into his chair two times because the man questioned whether they should have Fox News on at the station when the Fox News topic was saying Hilary should be locked up over her emails -berating an officer who was working to set up for a Latin festival after the officer smiled at a woman and told her to have a good day. The chief called him “the worst officer ever” and “that he should never have been hired.”

Chief had no authority here. He was off duty. Also how did he get to the scene after drinking? He would be considered unfit for duty even if he was on duty. As being off duty he absolutely was obstructing the scene. Sgt didn't say he was pushed either. He said he was grabbed. Facts matter. I hope you're not ever my lawyers.

Billy's biggest mistake was not arresting Cheify as soon as hands were laid. As others here have pointed out, if anyone else did that there would be no question at all. Billy had the initiative and the authority but the moment he let Cheif up without cuffing him he gave that up.

I'm one of those people who believes that an officer's body camera should be on and recording from the beginning to the end of their shift. I can somewhat understand the argument about certain incidents regarding privacy. However, my counter argument is the fact that every single record that is released is heavily edited/redacted...so where does the need for "privacy" actually come into play ?

i mean these are the vids that kinda make me cringe. The incident happened long enough ago that you can do a quick google search and find out what happened. You guys talked bad so much about Billy but if you took the 2 min at the end of the vid to say "well lets find out what happened" youd have found out it wasnt the first time the chief did something like this and he was forced into early retirement while Billy seemingly got a slap on the wrist because in the end he was protecting his officers from a drunken chief, this incident was just the straw that broke the camels back

These guys are commenting and don’t even know the full story. Chief was drunk and interfering with an investigation under the influence. I commend the officer for trying to hold the integrity of the scene and stepping up to a drunk superior when the situation called for it. Fuck that chief, get him some alcohol help and some law lessons
