How about development length in the footing . The toe and the heel ?/

The excess reinforcement reduction factor can be utilized for both tension and compression rebar development lengths by code but is not applicable for lap splice length. However, the code does have stringent exceptions when applying this excess reinforcement factor into account.

The 6 inches probably was used when #2 rebar was used, but they don’t really use #2 rebar, rather. They use wire mesh instead

I have a question here, isn't the "horizontal" length of the hook important too(the part of the rebar that connects to the lower mat)? I've seen some documentations that recommends also Ldh as a minimum so, horizontally, the hook would also need that same Ldh that we got (15'' for this example) and it counts from the external face of the wall to the end of the footing, is it correct? or would that count as ldext per section 25.3.1?

@@user-kf1rc1vz2t You need a minimum of the standard hook length for that part of the bar. Many industry standards use longer than the standard hook length for this sort of situation; for example some extend the standard hook length beyond the back side of the retaining wall, but there is no code requirement for this, just industry practice based on real-world testing and performance. Far more important though is that your hook runs in the same direction as the load! Again not required by code but testing shows that the orientation of the bar has a substantial affect on the actual failure load.
