With mine being worn out, and new nippers at about $300 a pair after taxes I figured it would finally be worth learning how to rebuild them.
This pair is completely junk, having a crack almost all the way into the rivet, so I figured I don't have anything left to lose.
While much maligned, flux core welding is just as strong and effective when used properly and within it's capabilities. I'm pushing the limits of it here, but hopefully I'll get another couple years out of these considering some recent personal expenses.
IIRC, GE Farrier Nippers are made from O1 tool steel and I heat treat them in mineral oil using an oxy/acetylene torch for a heat source.
