When I wrote my Hallowe'en decorating books I did a craft on covering the plastic pumpkin buckets with paper mache (used the brown paper towels for that vintage look) inside and out. Then painted them. I keep the cat head one out all year and that's been 20 years ago now!!

I used papier maché for a cosplay I did years ago, and instead of flour, I used paper glue. It dried pretty quickly and was quite sturdy. Maybe a good alternative? Great video!!
