Great question and there is no set answer as it is dependent on the business. The great advantage of internal recruitment is the business fully knows the applicant (both the good and the bad) and they may already be fully trained or competent to move into a role such as a promotion which also helps to save on recruitment costs. I would always recruit internally if it was possible. However, on a lot of occasions you can attract better talent to your business externally who can also bring new perspectives and ideas but this will typically cost more in recruitment costs. So in a nutshell, both are good and it is down to the individual situation of the business. Hope that helps.
