Subject: Redressal of grievances of Special Police Officers(SPOs) presently working in the Police Department of J&K , Dis-engaged Special Police Officers/terminated by the Police Department, NHRM employees working in Health department of J&K, Beneficiaries of Awas yojana Promulgated by Government and Ration Card holder getting food supplies from fair price Shop.
Respected Sir,
I, Sewa Singh Bali President All India voice of Poor People wishes to submit few lines/demands of people of Jammu and Kashmir.
That till today there is no regularization policy for Special police officers (SPOs) who are working in Union Territory of Jammu and Kashmir where as on the other hand temporary employees who are working in other government departmenst are guided by SRO 520 according to which there services are regularized by the government after completion 10 years of service, which is great discrimination to Special Police officers (SPOs) whoes services can be terminated at any point of time without assigning any reason and further their future is kept in dark by the government as they are not aware when they will be consider for regularization however government is only proving some kind of reservation to these officers in appointment of constables but till date there is no regularization policy.
That police department have dis engaged the services of many Special police officers without assigning any reasons and even if woman SPO has taken leave for delivery of her child were dis engaged by the police department further some Special Police officers who have gone for the cremation of their dead father or have taken leave for medical reasons were disengaged by the police department , as these officers are temporary therefore no reasons were given before their dis-engagement, the police department in Jammu and Kashmir are disengaging the services of Special Police officers on pick and chose basis without following any criteria.
That NHRM employees which were engaged by the Health department during covid period are on verge of termination as there tenure is getting over how ever till date covid pandemic has not completely over ,it is relevant to mention here that Jammu and Kashmir is one among the rest of country where still there is highest rate of covid patients and dis-engaging NHRM employees at this point of time will not be wise decision for Health and Medical services department as these employees are well adverse to handle covid situation in the state therefore their services are required to be extended till whole pandemic is over.
That Awaz yojana which provide residential accommodation to poor persons is also promulgated by the government but in union territory of Jammu and Kashmir many citizens are left from the list who are in dire need of residential accommodation and funds are allocated on pick and chose basis by the officers and needy poor persons are left out from the list.
That in village level various ration card holder are not provided benefit of ration schemes which are promulgated by the central government due to some error in ration card and when the ration card holder approaches for the rectification of mistake they have to suffer at the hand of red -tapism in bureaucracy which can be handle by weekly camps organized by government to remove this difficulty.
It is therefore requested to your good self to kindly look into aforesaid grievances and direct the concerned officers to take suitable and necessary action in this regard.
