How do these panels produce infrared? Is it by an array of infrared LEDs?

the hotter the surface, the greater the infrared radiation. that is, nothing more.

How does this work? You plug it in and it produces inferred radiation?

Yes, mainly Infrared, also some convection and conduction. Efficiency should be measured as a ration of Forward FIR/Energy Consumption which typically under 80%. Websites claiming 100% or near 100% are talking about the conversion of electrical power into all kinds of heat which is meaningless, all electrical devices are 100% efficient at converting power into heat, even refrigerators!
