Yeah, it must be well-resourced for it to be this clean. Of course, other variables come into play too, but from my experience, allocating adequate maintenance resources is one of the most important factors.

Even just one person can keep a big area cleaner, as long that person is doing it daily and really likes what is doing. The problem is finding that one person and keep that person motivated to keep the area spotless. And yes, if the area is big enough the person will need equipment to make cleaning fast and easier.

I have enough bags and it's not the most sanitary thing to reuse bags. I sometimes do reuse them when there's not much litter, to avoid throwing away an entire bag for only a few items, otherwise I don't.
