Okay so I solved it, I decided to open it to inspect the water line and what it connects to. I opened it from the bottom and removed the press pan and exposed the wires. Discovered that one connection was not connected which activated the steamer. I believe the QC department rushed assembling this model and failed to connect the wires. I now have a press that works well. Hope this helps others.
