Na CJ was better both feats wise and character wise. Tommy abandoned his best friend Ken Rosenberg who CJ saved. Tommy couldn't even loot a local bank properly and lost his driver while CJ carried a hiest on Mafia Casino without any casualties. Tommy killed Sunny Forelli but it was CJ who finished the Forelli family by single handedly infiltrating Forelli base in Liberty City. CJ literally infiltrated Area 51 without any preparation, jumped from one plane into another plane mid air, destroyed a drug syndicate alone and single handedly infiltrated a military ship to steal fighter jet that is way more expensive than any vehicle Tommy ever had

Tommy is that great protagonist who can't swim but can fall from high buildings and still can stand without any problem. The guy spend 15 years in prison. Wasted all his youth in jail. But in his midlife crisis he achieved big. He became king of Vice City. CJ might not know about Tommy but Tommy owns lots of businesses around America.
