It had gotten completely out of control. The original cone shaped bonfire that was of reasonable height and somewhat inherently stable was replaced by a ridiculously tall wedding cake design created by a bunch of people who were ignorant about the need for engineering with hoop stresses factored in. The final report showed that the student led activity was overseen by a bunch of low capability students who were lousy at engineering. The school administration had long ago given up its legal responsibility for strict oversight to ensure compliance with numerous safety regulations from the federal, state, and county levels of government. The Texas business community cited numerous violations of legal requirements for what was at its core a major construction project. Improper or no permits for various activities connected to the construction of the bonfire. Improper or no liability insurance. Uncertified heavy equipment operators. No fully trained OSHA compliance officers with authority to stop unsafe activities. The entire mess needed to be ended permanently. The school needed to take charge of the campus again as far as minimum safety was concerned.

@@davidhoffman1278 I agree with you 100 percent. I was referring to the original bonfire design. They should have kept that going. Not the unsafe design these inexperienced student's died in. Unfortunately this was the end result, and something that started normal where no one had lost their lives previously ended in a complete tragedy due to the shortsighted thinking of a few inexperienced misguided souls, they have paid the ultimate price. It only takes a few nimrods to ruin things for the rest of everyone.
