In this episode of Field Notes, we talk to the team dispatched to the most expensive area in the United States: the Bay Area. They embed with “anchor-outs” who have enjoyed living in rent-free boat homes for years. But now, their way of life could be coming to an end.

I think you guys missed the story. It is not about a lack of housing only. It is also a personal choice. I have lived on a boat. It is hard work. But it is a lifestyle. The issue is that the Anchor Outs have a right to choose their lifestyle. It is a social culture clash.

So true! With so much talk about accepting people who choose to live alternative lifestyles, one would think something as innocuous as living on a boat would be welcomed and condoned, especially by those who fancy themselves as "progressives".

A lot of the house boats are not sea worthy and would sink immediately if they weren't submerged in mud. They are not sea worthy at all. What the documentary didn't show is the floating needles or them dumping sewage into the bay. Or the floating piss bottles.

​@@i-vlog1994 oh please this is such a mendacious landlubber take it isnt even funny...when a Safe Harbor franchise suddenly pops up out of nowhere, which it will, and suddenly the bay is perfectly suitable for 200 floating toilets after they dredge it and zone it for floating mansions you'll be singing a different tune as they ALL empty ALL their waste tanks right OUTSIDE the harbor and its laws so as to avoid any pumpout fees. you havent seen anything yet, and that world you're longing for is ten thousand times more damaging to the bay. but hey maybe youll get to go rent a sick jetski

George Carlin talked about the war on homelessness...but it's not for the actual homeless. It's to hide the ugliness of it from the "other people". He spoke on itin the 80's, early 90's. Now it's on boat-living, soon it'll be on RVers, van-life folks, etc. Not everyone is living that way because they have to, a ton of folks are living this way now because they want to LIVE a different way then the work, work, work lifestyle of their parents. Some are artists,some are old hippies, some are new gypsies...so these different kinds of life can't all be made illegal. Where are the freedoms our Constitution promised, that Pursuit of Happyness?! These ordinances that cut working people off at the knees so they have no recourse are just another heartbreak.

@@brent4073 I don't know who is...but I know that it wasn't me. I want more compromise and compassion maybe between people like you and me. If we can agree that it's wrong and that there's absolutely a real problem that's we (say you and I first) can muddle through towards a resolution that you and I believe is feasible, then it's absolutely something that our politicians can fix if they tried to compromise to the best of their overall community instead of guarding their party lines/agendas.

Vice should do a story on the Monroe county making new laws about anchoring for no more than 90 days in effort to get rid of water squatters. In the process, they are going to eliminate the working force that's living on the water. Coming to land in Monroe county FL is very difficult or expensive.

I've been on the street.. it is different breed of the same beast.. a boat gives you a place to lay your head, a luxury I rarely found during my time I spent on the street. But as someone who also did some time working on the seas , the amount of upkeep of a boat and how they have to dodge authorities has to be absolutely maddening... Sorry thinking aloud, lol.. but I think we agree this is more proof of the income inequality and classism that plagues us.. Either way, have a great day, time to get back to work.. ✌️

Yep, if you don’t want to pay tax to contribute to society or pay your employees a living wage, the problem will come to you eventually. Union Square in San Francisco smell so bad because of the homeless. Took a vacation there, could not enjoy it. Homeless hanging out in-front of Neiman Marcus. But we’re all on the same boat, we have to take care of each other as a society. How you can drive around in your nice cars and enjoy the very nice view of homeless people in LA, and the smell.

Here in Colorado I'm seriously considering buying an RV. My rent was $650 in 2013, now it's $950 for a basement underneath a stomper. But it's harder to save money since my rent went up. All part of the plan I guess...

I had an apartment back in Cincinnati for $465 a month with a garage and a decent area. That was in 2012.

@@abrahamelliott9806 It probably is. I got kinda lucky finding this place. 1bdrm apartments go for $1,200 easy and the area isn't that great. So I'm happy with my place in a nice area. It just sucks because I work construction and can't work if it snows at all. And unemployment only paid me $200 a week last year so I don't even file anymore.

He’s the one lobbying for it. He’s a horrible hypocrite that can’t be honest with himself and others and just tell us he doesn’t want to see “less desirable” people. He doesn’t like being reminded that the world isn’t a perfect, super rich paradise for the large majority of the human population. He’d have to face self-awareness, and that’s clearly too hard for him.

@@vlads.3192 Not the same. The rich folks don't own the bay. A better analogy would be a run down Winnebago parked out on the boulevard in front of your house. You can call the police to get them to move, and the cops might get them to leave for a day. But then they're back. It's not enough of an issue for law enforcement to really do anything, so it's an eyesore for you. Meanwhile, it's the only way that the folks in the Winnebago could ever afford living in the neighborhood you own a house in.

@@ramadjones It doesn't matter, they don't own it... those people on those boats living there won't own it too... If it's illegal, it should be addressed and as you said, they leave, and come back later, so the only way is to just destroy the boats as they do... If you have no money to live in some neighborhood, you can still move so you can live a good life... But these people mostly don't want to contribute and wanna live "free" homeless life ^^

@@vlads.3192 Ah, but that's the rub. Where do they move to? If they work in San Fran, anchor-outs aren't able to afford living near their jobs. They have to move far outside city limits. Renting a house or apartment, having a vehicle that gets them into the city. Hella expensive. Living in the bay solves that issue. Beautiful area, less than 10 miles from the wharf. And what do you mean they don't want to contribute? They interviewed two folks who both had jobs. They're gaming the system. 😁

I'm somewhere in the middle.. on one side I understand people that paid millions for the houses and they simply don't want to watch such boats or be in fear of this boat destroying its docks, etc... On the other side, I understand, that in some places, you simply can't work and live coz of the cost... but you still can move, and change, but if it's against the law, it shouldn't be tolerated... IF you work, not paying rent, where is all the money? Why they don't make those boats "nice" or invest in some proper look.. not just tarps etc... I bet if the boats are in a better condition, no one would bother to let them be there.. but if there are boats crushing into houses on land... i understand the view of house owners there.

Come to Key West, there's a huge story to be broke, tons of culture, history. Like you said a dying way of life that's heavily influenced by the multimillion private/public interest. Lots of blaming going on. We have associations but it's a pitched battle of the wealthiest choosing to take away rights a freedoms through manipulations without proper surveys, without a adequate representation.

Suggestion: County allow 100 moorings, charge $100 month rent, provide weekly pumpout and garbage pickup service.

That will end up in the county forcing them out. One month it is $100, then slowly it becomes $10,000/month and all of the millionaires end up renting them out to keep out the homeless. Arrest anyone going back to just floating around not paying anything.

@@danpress7745 Probably force them into affordable housing outside of the city in the country. Homeless deserve housing but i think most people would say you can get housing but it is not going to be in prime real estate in the downtown of a Mediterranean type climate city

I have always wondered why people who work regular jobs like mechanics, barbers, or cashiers who keep saying they cannot afford to live in such and such a city like San Francisco or Vancouver keep living there? Why not just move to an affordable city where you can buy a house? That guy in the videos has skills, he can easily find a job and have a place to live on land if he chooses to move away from San Francisco and move to a city like North Dakota or something. He can get a high paying job on the oil rigs and easily afford a house in Bismark.

Chances are pretty high that he doesn't have a car or enough money to drive to the next state. I grew up in California, and lived on the street for over a decade, then off grid for another decade before buying my first home. California provides a lot of assistance to people living on the streets which doesn't provide them with much incentive to leave. I was able to get free job training which enabled me to eventually leave California and move to Florida where I don't need any of those programs anymore because the cost of living here is next to nothing.

stupid question: if they can anchor for 70 hours can they just move to the next port, set the anchor and move back and forth every 70 hours?

That's why they don't enforce the law. I don't think they even have to move to the next port. They only have to move three quarters of a mile or something like that. When I lived there, you could anchor out for three weeks before you had to move three quarters of a mile. For the longest time, the first marina you saw when you came into Sausalito was full of derelict boats. The place was a mess, and that's what everyone was obsessing over. They finally cleaned that place up so now they can focus on what's left. There are probably plenty of people anchoring out there that aren't a problem because they keep their boat clean, and shipshape, or they anchor in more secluded spots; out of sight, out of mind.

@@vlads.3192 They're actually quite easy to move, and move far. I knew a guy who used to anchor out on Richardson's Bay 50 years ago. He had a 50' wood plank hull with some hoops bent over and sailcloth painted to shed water. It was ghastly looking, and then one day he decided to pull up his anchor and drifted out to the Sacramento Delta where he tied up next to an island and lived for the next 40 years. Whenever there was a new story about how much garbage had accumulated out in the delta, they would always show his place which was packed full of old derelict boats. it looked just like a defunct boat yard complete with crane barges, spud barges, and half a dozen old boats partially submerged in the tulles. He even started submitting bids to clean up the delta and one year he won the contract. He would pick up boats and occasionally just cut the line and let them sink into one of the many catfish holes dug by the army corps of Engineers when they were building the levies. Cha-Ching!

It would probably be cheaper for taxpayers to buy them "up to code" used boats instead of crushing their old boats. Seizing a boat, storing it, filing the paperwork in court, fighting in court if the seizure is challenged, and then paying for the boats destruction and disposal is very expensive.... Then the city, county, and state have to spend resources on the newly created homeless camps. Instead, we as a society should be redefining how our real estate economy works. Nearly every municipality, county and state depend on revenue generated by increasing the value of property. As a result so many rules, policies, and laws are written to encourage every parcel of land to get more expensive. The rise in property value quickly outpaces the wages of a large segment of the local population. Navigable water is one of the last pockets of the US that is not affected by "rising value," so it continues to be a viable option for many people priced out of living in a home on land.

I think that if there is no affordable housing the people should just move somewhere else and or refuse to work. The city will have no garbage pickup, no restaraunts, no plumbers roofers carpentors, police firefighters paramedics uber drivers. Just make a law if you want to work in the bay area you have to live there. They will stand up and applaud the law then realize who they kicked out.

What these people don't realize is that it isn't the '70s any more. It isn't the '80s. It isn't a handful of boats like it was back then. It's dozens. Do you think these people are disposing of their sewage properly ? Or dumping it into the bay ? This area has turned into a very exclusive area. The people who ARE paying taxes are going to have their voices heard. That's just the way it works.

Has anyone even broached the idea to help them keep their boats on the water. Maybe dry dock each one in the spring and the community can collectively keep them all sea worthy. And if not find them a boat that is safe. There’s absolutely no kindness here. Sad.

I think if they kept the boats looking decent and not like trash, it wouldnt be as bad of a problem. Also, move the boat every few days is that too much to ask?

Pulling up an anchor every few days is no small task especially for the elderly or those who are infirmed, weak, etc. Setting an anchor isn't always easy either. It doesn't really solve the eyesore problem, or the sinking boats littering garbage, etc.

the bay can afford to just get them used boats that are seaworthy and not an eyesore, put floating docks out at anchor so that it can be organized and give classes for fixing the safety and would probably save money in the long run compared to how its run now, there are so many boats for sale for nearly nothing just because owners cant maintain/store them anymore, boats damaged in storms with mostly cosmetic damage are very cheap from insurance claims that are costing the insurance to hold onto etc

How do you cope with storms as you get older? Isn't that a constant source of work, stress and is tiring? Also, aren't you always 'tied' to the land for waste disposal, food, water, fuel, medical, comms, repairs, fees, etc. etc.. ? Are all these "sea life" expenses really that much cheaper than living in a caravan/trailer of public housing? Surely eventually you start to pine to visit a park, see and talk to people, go to a shop, visit family?

I lived on the water for over ten years, but I never had a bunch of junk littering my boat so there was never any need to do much of anything when a storm hit other than maybe close the windows, hatches, etc. Electrasand or Incinerat toilets allow one to legally pump overboard. Living on the water can be significantly cheaper than living in vans, trailers etc., and there is nothing preventing one from visiting parks, shopping or visiting family. I lived in a van off and on for years as well, but vans have to be moved periodically as well. The same issues apply equally, but living on the water offers an extra buffer between you and law enforcement. There just aren't as many law enforcement agencies, officers, etc. to hassle you on the water. it's easier to blend in with the legal anchor outs than it is to blend in with parking on a public street.

@@shnarklevonbarkle110 If you are neglecting the expenses on the boat and anchor ilegaly.. it is.. but if you wanna keep your boat in a good condition, its way more, than paying the rent :) And these boats look like garbage. with 100 dollars a month, the boat could be pretty cozy... but these boats look horrible.

@@vlads.3192 There's no denying that far too many people have no clue how to save money. I lived in a somewhat depressed area of the Sacramento Delta for over five years and saw plenty of people living on the water who were able to keep it all together yet not create a mess for anyone else to clean up, and there is no way any of them would have saved more money by paying rent. The trailer parks were full of people who could barely feed themselves, forget about paying for laundry machines. Yet just about everyone anchored out on the water had more than enough money to spend on whatever they pleased. We all had cars, motorcycles, boats etc., a bar tab in half the places on the island etc. When you don't have to pay for rent, utilities, garbage service, etc. it can add up pretty fast. When you factor in a purchase price next to nothing, it's a no-brainer. Messy people live messy lives regardless of where they live. If these messy liveaboards moved into a house, their neighbors would be complaining, and have code enforcement out writing them up within a week. People need to ask themselves, "Do I want these people living next door or in the bushes in my front yard, or would I rather have them out in the bay where they all blend in with the other boats anchored out? Do you want them crapping in your landscaping or in the bay where no one ever sees it? Which scenario is more likely to reduce your property value?

I can’t help but feel the deep deep animosity towards these rich a$$holes. It matters little that a boat has crashed 16 times into his dock. He’s got plenty of money to make necessary repairs.

Yeah I'm pretty sure you'd be pretty upset too after 16 times. After the first 5-6 times I'm sure you'd loose any sympathy you may have had. If some homeless man backed his RV into your car or house I'm sure you are going to be totally unsympathetic at 16 times of it happening.

Boats need repair. There should be a state minimum standard for boat worthiness. And a state run / community program to fix boats. The program generates revenue for the state by all boaters. Boats move...get them moving, and them nomadic.

Thank you for this bonus and for elaborating more about this problem. Inequality issues particularly in the USA are very important to discuss and looking for the solution mainly between government and ruling (rich) elite as its a symptom of the flawed design of the system they are in charge of!

Im not rich at all but there seems to only be empathy for one side. There are rich people who can afford to live there, but it seems they tolerated the sea community. I mean it must be expensive having to pair a deck 16 times. Water construction can be expensive. Im sure he paid over 100,000 dollars in repairs that the people who have caused it can't afford. Its no different than lower class stealing cars from middle class. At some point, grace is limited.

Renting and Buying in the Bay Area is ridiculously high! Instead of there being more construction for affordable housing, so working people have somewhere to live, theres luxury apartments being built. Seriously? What will happen when working people, like teachers, mechanics, landscapers, food servers move out of the area because high$ housing costs? There wont be enough of those teaching kids, mowing people's expensive yards and fixing their Range Rovers, Mercedes,. BMWs and F-350s. Oh, wait.... thats already happening. Theres needs to be affordable housing(houses & apts) for those of us doing the services for the "haves" in society. Not everybody makes $100k a year. And we shouldnt have to. Have % of houses and apts at more affordable prices($100k-$300k, rents under $2000). We need places to live so we can live here to teach, serve food, mow lawns, fix things for Bay Area communities.

You don't have to have money to keep things clean. I'm not agreeing with destroying there belongs. Maybe they should make them keep them clean looking. Where they don't look so bad. I do not know much about boating especially in the ocean, but couldn't you just travel around to different ports so you're not in the same one every week? Now that is my other question can these boats travel or they just there because they can't be moved anymore? If that is the case then they need to be removed. I guess it would the same as a broken down RV on the streets.

They can take the tide pretty much anywhere within San Francisco bay and all the way up into the Sacramento delta. They could ride the tide all the way into Stockton. There are some absolutely beautiful areas to anchor out up in the Sacramento delta. They wouldn't be hassled by anyone because no one would see them in the first place.

Would be setting up an area and donating funds to help these boats that can be fixed, fixed up and look better. I feel like almost even in the logical sense as the ones that are working the Richer folks need them around to do chores.

i am afraid you got the answer to your question of how much community is felt by the landowners for the anchor-outs ---- there is none. The well-spoken interviewee simply saw 'them' as impediments to his life and he went around enlisting others of his class to agree that laws could be enforced and the anchor-outs clenaed up and cleaned out. There is no sense of x-class community - the rich feel entitled to enriching themselves more. i will look at other parts of this series or the whole documentary but can anyone point out any instance of a resolution of this with any sentiment of 'togetherness' or even of some knitting of a frayed social safety net?
