Decision Desk HQ forecasts a 78% chance Republicans will win a majority in the Senate and a 61% chance the party will win a majority in the House. Bob Cusack, editor-in-chief at The Hill, says President Joe Biden's agenda for a second term may not be possible if the forecast becomes a reality.
