For Foreigners this are the list of the things you must have :
A certificate of ability to marry.
Birth certificate.
A document confirming that you are not currently married.
A photo.
A copy of your passport.
Your spouse's death certificate, if you are not getting married for the first time.
Divorce papers.
For Filipino residents :
Birth Certificate
Valid Government I.D
A document confirming that you never been married.
Your spouse's death certificate, if you are not getting married for the first time.

most of the time it's difficult to understand foreigners the first time filipinos hear you speak but as time goes on they will get used to your intonation and will understand you better - I suggest to speak slow and clearer

I’m Not sure what you are asking - we had a birth certificate that was issued by the Philippines government when the baby was born we then got Philippine passport then filled out the paperwork for CRBA online then paid for the application 100$ USD then tried for months to get an appointment for US passport then submitted all supporting documents to embassy in manila for social security card - since she has her US passport she can travel to the US and get her social security card in US but since wife can not go to US we will get it In Philippines but it’s a long wait maybe 2 months

I was asking about getting married and if my U.S. birth certificate needed an apostille, but I found out that it didn’t when I went to the embassy in Manila.

I am not sure about the process if you are already married but I can tell you about marriage in Philippines, 1st the foreigner needs to get a capacity to marry you need to go to embassy and get this you also need all divorce decrees from all previous marriages no matter how long ago they do check for me it went back to 1943 or some crazy time which I was not born yet , the the couple needs to go to seminar which takes a whole day I hope I’m not leaving anything out we did do a video on this but I can’t recall all the details

They would get it from their own country where they were born

You need to order it from vital statistic from whatever state and county he was born in but this is only for the USA foreigners other country’s I don’t know they could be different I have ordered them for my children and myself so I knew all the information if he was from states you need to fill out the form there is information needed example; mothers full maiden name fathers full name and where they were born and a few other questions you can find the form online but you may need to have a USA mailing address unless the embassy in Philippines can help you ask them US embassy in manila
