The central paradigms that guided policy making until very recently have lost their appeal and seem no longer sustainable. The welfare state is outdated; neoliberalism has become a dirty word; export-oriented industrialization has run out of steam; and hyper-globalization has collided with geopolitics. What comes next is uncertain. We certainly do not need another policy orthodoxy offering cookie cutter solutions for nations and regions with very different circumstances and needs. On the other hand, economic policy needs to be guided by an overall animating vision. I will describe the main contours of a new, “productivist” approach to policy.
