@Bold and Brash No, Nemesis is before Mr. X. IN the RE timeline, RE3 comes before RE2 as RE2 is two days later in the storyline than RE3. They deployed Nemesis on September 27th, and deployed Mr. X on September 29th to find William Birkin. So they were either created at nearly the same time or one after the other but Nemesis was before Mr. X
