It should be managed as Cortina and Braies zone, parkings in closed numbers, availability to reservation online, bathrooms, bus ridings included into parking lot ticket, cameras that make photos for the unauthorized zone entrance, and so on. It needs investments but at the end the overall quality is higher and creates jobs for residents. All through it's even cleaner and people are more pleased to get there, you definitely don't lack anything.
