They added this on purpose so that you have to see the katar over and over which will make you more likely to consider buying it. trust me I almost completed an online psychology course
I've also experienced this but i've experienced something weirder. When I go to legends tab I only see the top legends I mean the ones that aren't at the bottom. I couldn't see nor interact with other legends not even change skin but when i q for a game I could select those legends. It might be a problem on my end but it was still weird.
Ngl I've had the same issue myself. It probably happens if you use stretched res using launch commands. But if you need some help I ended up figuring out that if you hover over one of the legends in the top row and then use your arrow keys to navigate and space to select you can still go through the bottom row of legends.

I've been using stretched res for a while and when this issue occured I thought it was because of stretched res because I've had some display issues with it before but since i didn't use a native res I didn't want to include that in my comment. Thanks for replying with a temporary fix for this!
