Hospitals will take a baby like that and I'm not sure the policy in every state. If any child is abandoned (regardless of reason), the police and child services. Sadly "adoptive parents" and biological ones do it.

My brother,his wife and I got extremely lucky. They went through ALOT with the foster program to adopt and we got my niece Sophie at the day of birth and my nephew Gavin at 8 months. Turned out great and I love them like they are my own.
