Ride along with Crime Reduction Unit Deputy M. Cannon in east Harris County as HCSO, along with other law enforcement partners, conduct a 5-day illegal street racing initiative.
Illegal street racing and street takeovers, in which amateur drivers illegally block intersections and freeways to perform stunts, have caused many major accidents in Harris County. Drivers caught engaging in illegal racing and street takeovers can face serious charges including reckless driving and deadly conduct.

Ngl he did word it a little weirdly. Since he said proactive policing afterwards I think he was trying to say he enjoys catching people who do things like this and being involved with the community and proactive policing. But yeah he probably should’ve worded that a lot better.

They stopping cars racing but at the same time there's a shots fire call on hold. Don't believe me ? Just listen to a scanner. Especially drunk drivers going the wrong way. Crazy how often this happens.
