Rift Wizard Basic Builds: Shatter Shards

This shows off a basic Shatter Shards build setup that aimed to quickly set up freezing and Shatter Shards to quickly clear rifts, eventually using Word of Ice to nuke rifts as quickly as possible.
We do use a lucky Ice Circle to get this build set up quickly, but I've realized that it's better for new players to see how to take advantage of what the game offers you to maximize your strength
